About this file
This is a Pest Control Report (PCR) for Vastlan aquatic invasive species cut stem treatment prepared for San Mateo County Parks Department's Shaded Fuel Break Maintenance project at Memorial County Park and Sam McDonald County Park in California. The document provides technical specifications and documentation for invasive species management activities conducted as part of the County's broader parks maintenance program. The report details cut stem treatment methodology for aquatic invasive plants, establishing baseline conditions and treatment protocols for the 2026 Shaded Fuel Break Maintenance project. The documentation supports the County's commitment to protecting and enhancing natural resources across its 24 parks and recreation areas spanning over 16,000 acres.
The PCR serves as a technical support document for the invasive species management contract, which falls under San Mateo County Parks Department's responsibility for maintaining ecological health across its park system that serves nearly three million annual visitors. The report provides detailed assessment and treatment specifications necessary for contractors to execute invasive species removal and management in the designated park areas. This technical documentation supports the County's integrated pest management approach and environmental stewardship objectives while maintaining the recreational and educational value of the county park system.

APPLICATION NOTES
This recommendation is for terrestrial and aquatic cut stem treatments on woody dicot plants. Cut woody stems and then IMMEDIATELY flow solution around the cambium tissue around the perimeter of the stump. Repeat application until no additional solution is absorbed by the plant tissue but before the point of runoff. If there is a delay between cutting the stem and before an application can be made, recut the stem before applying the herbicide. Avoid over-spray to exterior bark or interior heartwood. Low pressure (20-30 psi) application equipment, such as backpack or hand applicators, for all applications.
This recommendation covers any direct-to-cambium application. Alternative methods to cutting the entire woody stem include drilling, frilling and girdling with any hand or powered mechanical tool to deliver direct access to the cambium tissues where herbicide is to be applied. TIMING – perform applications during periods of the plants active growth cycle for best results, avoid periods when plants are dormant or stressed (such as during drought conditions).
This recommendation covers pesticide applications within habitats for federally and state listed endangered species. A qualified biologist/staff representative that can identify all rare plant and wildlife species present shall supervise all applications of pesticide. In areas where endangered species occur, buffer herbicide applications by 40 yds when wind is blowing towards occupied habitat. A 60’ buffer shall be maintained from aquatic sites for CA red-legged frogs in all designated critical and non-critical habitat sections defined in the 2001 Stipulated Injunction. A reduced 15’ buffer applies when a certified applicator is making an application with hand-held equipment to invasive weeds. Consult project maps for locating such areas.
This pest control application incorporates all United States Environmental Protection Agency voluntary and injunction specified interim endangered species pesticide protection measures for San Mateo County including the 2001 Stipulated Injunction for CA Red-legged frogs. I certify that alternative methods and mitigation measures that will substantially reduce adverse environmental impacts have been considered and adopted as necessary and feasible.
