About this file
This is a Product Chemical Recommendation (PCR) document prepared by On Point Land Management Inc. for San Mateo County Parks, which oversees a 16,000-acre park system serving approximately three million annual visitors across 24 parks and recreation areas throughout San Mateo County, California. The document outlines a selective foliar herbicide treatment plan for invasive weed management effective from February 2026 through February 2027. The scope of work involves treating approximately 274 acres across 10 county park and open space areas using Garlon 4 Ultra Herbicide to control invasive dicot (broadleaf) weeds for habitat management and fire safety purposes. The primary contact for the project is Elena Wolff at San Mateo County Parks, located at 455 County Center, 4th Floor, Redwood City, CA 94063, and can be reached at (650) 599-1346.
The treatment specification calls for terrestrial foliar applications using Garlon 4 Ultra Herbicide mixed with clean water and surfactants, with application rates ranging from 0.5 to 5 gallons per 100 gallons of solution depending on treatment type. Contractors must apply the herbicide at low pressure (30-70 psi) using handheld wands or backpack and truck-mounted sprayers, with a maximum annual use rate of 8 quarts per acre. Applications are restricted to wind speeds between 2-7 mph, temperatures not exceeding 80 degrees Fahrenheit, periods without rain forecasted within 24 hours, and times when target vegetation is actively growing during fall and spring. Worker re-entry restrictions require that treated areas remain closed until dry, and all spray solutions must be kept away from lakes, rivers, streams, and desirable landscape plants including grapes and vegetables.

APPLICATION NOTES
This recommendation is for terrestrial foliar applications for invasive broadleaf (dicot) species on listed properties within County Parks District. All sprays shall be directed to target vegetation and evenly applied with low pressure (30-70 psi), hand held wands or guns (incl. hand, backpack and truck mounted sprayers). High concentration (Low-Volume) sprays shall use higher concentrations but not cover more than 30-50% of the target vegetation. Low-volume sprays are optioned for backpack sprayers where less water can be reasonably carried into rugged/steep terrain by the applicator. Applicator shall calibrate so no net increase in herbicide is used with low-volume spray methods. Timing: Depending on plant phenology, certain species may be more susceptible at different times of the growing season. Time applications for fall and spring when plants are actively growing.
Avoid drought conditions or times during early spring sap flow.
Low Rate – 0.5% - Use for seedlings. Optimum effectiveness 0 to <6” height.
High Rate - 1.5% - Use for late spring through fall perennial weeds. Apply at bud to flower stage for perennials.
Low Volume Rate - 5% – Use for large perennial weeds, spraying NO MORE THAN 30-50% of total plant leaf area.
This recommendation covers pesticide applications within habitats for federally and state listed endangered species. A qualified biologist/staff representative that can identify all rare plant and wildlife species present shall supervise all applications of pesticide. In areas where endangered species occur, buffer herbicide applications by 40 yds when wind is blowing towards occupied habitat. A 60’ buffer shall be maintained from aquatic sites for CA red-legged frogs in all designated critical and non-critical habitat sections defined in the 2001 Stipulated Injunction. Consult project maps for locating such areas. This pest control application incorporates all United States Environmental Protection Agency voluntary and injunction specified interim endangered species pesticide protection measures for San Mateo County including the 2001 Stipulated Injunction for CA Red-legged frogs. I certify that alternative methods and mitigation measures that will substantially reduce adverse environmental impacts have been considered and adopted as necessary and feasible.

*Buffers required for CA Red-Legged Frog (CRLF)
A 60’ buffer shall be maintained from aquatic sites for CA red-legged frogs in all designated critical and non-critical habitat sections defined in the 2001 Stipulated Injunction and listed in the above table. A reduced 15’ buffer applies when a certified applicator is making a spot treatment with hand-held equipment to state-designated invasive weeds within these specified sections. This reduced buffer does not apply to vegetation management projects for native brush control.
