About this file
This is a Product Recommendation Report (PCR) for herbicide application prepared by On Point Land Management Inc. for the San Mateo County Parks Department, specifically for the Garlon 4 Ultra Cut Stem treatment project (No. 2026_SMCP_6_G4U_CutStem). The project involves selective invasive weed management across 12 park and open space areas totaling approximately 374 acres for habitat management and fire safety purposes. The treatment is effective from February 2026 through February 2027. The target pests are woody shrubs and trees, and the project contact is Elena Wolff at San Mateo County Parks, located at 455 County Center, 4th Floor, Redwood City, CA 94063, phone (650) 599-1346.
The recommended treatment employs Garlon 4 Ultra Herbicide mixed with Competitor MSO Diluent and BasOil RED dye at specified rates of 50 gallons per 100 gallons of tank mix or 64 ounces per gallon for handheld applications. Application methods include cut stem, drill/frill/girdle, and low volume basal bark treatments using low pressure equipment (20-30 psi) with solid cone nozzles. Critical application restrictions include a maximum use rate of 8 quarts per acre per year in non-cropland sites, avoidance of applications during rain forecasts within 24 hours, temperature limits not exceeding 80 degrees Fahrenheit, mandatory worker re-entry intervals until dry, and strict avoidance of spray drift to grapes, vegetables, and other desirable plants. The applicator must calculate stem density per acre prior to application to ensure compliance with label allowances and maintain application rates within specified limits.

Total acreage to be treated is estimated to be 374 acres (exact locations on back page). For aquatic option, see recommendation 2026_SMCP_12_Vast_CutStem.
TARGET PESTS: Woody shrubs and trees. MIX PRODUCT WITH OIL DILUENT.
Material (Add to tank in order) Rate per 100 gal Rate per gal (handhelds) Volume/Acre
(1) Garlon 4 Ultra Herbicide* – 62719-527 50 gallons 64 oz.
Variable – Basal Bark – Cut Stem (2) Competitor MSO Diluent – 2935-50173 50 gallons 64 oz.

** Oil – Garlon mixture requires vigorous agitation after mixing to prepare an even solution.
HAZARDS – RESTRICTIONS
o OBSERVE ALL LABEL PRECAUTIONS o KEEP SPRAY SOLUTION OUT OF LAKES, RIVERS, STREAMS o DO NOT ALLOW DRIFT TO CONTACT GRAPES, VEGETABLES AND OTHER DESIRABLE LANDSCAPE PLANTS o WORKER RE-ENTRY INTERVAL: KEEP WORKERS, PEOPLE AND PETS OFF TREATED AREAS UNTIL DRY o NO APPLICATIONS WHEN FORECAST OF RAIN WITHIN 24 HOURS OF PLANNED APPLICATION o DO NOT APPLY IN TEMPERATURES EXCEEDING 80 DEGREES F OR IF HIGH TEMPERATURES ARE FORECAST
WITIN 24 HOURS OF APPLICATION
APPLICATION NOTES
This recommendation is for cut surface and low volume basal bark treatments on woody plants with an oil soluble herbicide with an oil diluent. The oil diluent helps the product penetrate wood and offers an alternative to physical cutting to access the cambium tissues. CUT STEM (drill/frill/girdle): Cut woody tissue to access the cambium and apply herbicide; allow to run over outside perimeter of bark after cutting. Limit application to cambium tissue and exterior bark, not the interior heartwood. Low pressure (20-30 psi) application equipment, such as backpack or hand applicators, with solid cone nozzles are recommended.
Field calibrate rates with stem density to keep application rates within label allowances and use metered application equipment if necessary. LOW VOLUME BASAL BARK: Spray 12-15” of lower basal stems that are <6 in. dia. (trunks) thoroughly on all sides with a solid cone or fixed fan nozzle. Use reduced rates – 25-30% v/v Garlon 4 Ultra with basal applications.
This recommendation covers pesticide applications within habitats for federally and state listed endangered species. A qualified biologist/staff representative that can identify all rare plant and wildlife species present shall supervise all applications of pesticide. In areas where endangered species occur, buffer herbicide applications by 40 yds when wind is blowing towards occupied habitat. A 60’ buffer shall be maintained from aquatic sites for CA red-legged frogs in all designated critical and non-critical habitat sections defined in the 2001 Stipulated Injunction. Consult project maps for locating such areas.
This pest control application incorporates all United States Environmental Protection Agency voluntary and injunction specified interim endangered species pesticide protection measures for San Mateo County including the 2001 Stipulated Injunction for CA Red-legged frogs. I certify that alternative methods and mitigation measures that will substantially reduce adverse environmental impacts have been considered and adopted as necessary and feasible.
