About this opportunity

The City of New London is requesting bids on intersection improvement and roundabout installation at Williams Street and Broad Street (State Project L094-0003), with bids due September 18, 2026 at 2:00 p.m., and a non-mandatory pre-proposal meeting on August 28, 2026 at 10:00 a.m. Connecticut state law imposes a 25 percent minimum subcontracting requirement for state-funded work, with 25 percent of that work designated for certified Minority, Women, and/or Disabled-owned businesses — a mandatory structural constraint.

The scope encompasses clearing, grubbing, excavation (2,235 cubic yards of earth, 240 cubic yards of rock), asphalt and concrete pavement placement, drainage infrastructure, water main and electrical utility installation, sidewalks, granite curbing, landscaping and tree planting, eight decorative light poles with fixtures, traffic control, and stamped concrete finishes across approximately 1.7 acres bounded by Williams Park to the north and residential and commercial properties to the east, south, and west. The base contract term is 420 calendar days; inclusion of an additive alternate for central island flush-mounted fountain jets with lighting extends the term to 480 calendar days. Liquidated damages are $2,000 per day for delays beyond the specified completion date.

The total project is funded with $4.47 million in state funding. Spending allocation goals require the contractor to demonstrate good faith effort toward $406,689 for Small Business Enterprises and $374,485 for Minority Business Enterprises. Award is made to the lowest responsive, qualified bidder based on total base bid, excluding the additive alternate. A 10 percent bid bond, 100 percent performance bond, and 100 percent labor and material bond are required. General liability insurance must be maintained at $2 million per occurrence with $10 million excess/umbrella coverage; the City of New London and State of Connecticut must be named as additional insureds. An apprenticeship goal of 10 percent of the workforce per state licensed trade applies. Questions are due September 4, 2026 at 4:00 p.m. Progress payments are 95 percent of completed work with five percent retainage, processed monthly at net 45 days.
