About this file

File Summary

This is a Bid Package document for the City of New London, Connecticut (State Project #L094-0003) for intersection improvement and roundabout installation at the Williams Street and Broad Street intersection. The project involves constructing roadway improvements across approximately 1.7 acres, including utility work, drainage infrastructure, concrete and asphalt pavement, sidewalks, granite curbing, landscaping, electrical components, traffic signals, and decorative elements such as lighting and bus shelters. The scope encompasses extensive excavation (2,235 cubic yards of earth, 240 cubic yards of rock), concrete and asphalt placement (approximately 1,050 tons of HMA S0.5 and 695 tons of PMA S0.5), installation of multiple catch basins and manholes, and installation of eight decorative light poles with fixtures. The base bid includes multiple items with unit prices and quantities, with one additive alternate bid (Item 0000564A for central island flush-mounted fountain jets with lighting) available for potential inclusion. The contract completion time is 420 calendar days for base bid work and 480 calendar days if the additive alternate is included. Liquidated damages are assessed at $2,000 per day for delays beyond the specified completion date. Bids were required to include 10 percent bid bonds, 100 percent performance bonds, and 100 percent payment bonds for this project exceeding $50,000. The bidder acknowledgment form and sealed bid submission procedures applied, with bids subject to public opening and inspection.

The contract is awarded to the lowest responsive, qualified bidder based on the total base bid amount, excluding the additive alternate. All bid prices must be submitted without sales tax, as the City of New London is exempt under Connecticut General Statutes. Progress payments are made at 95 percent of completed work with five percent retainage, processed monthly. The state-funded project carries $4,470,745 in total funding with specific spending allocation goals: $406,689 for Small Business Enterprises (SBEs) and $374,485 for Minority Business Enterprises (MBEs), requiring contractors to demonstrate good faith efforts in meeting these targets. The project is subject to Connecticut General Statutes 4a-60, 4a-60g, and 46a-68b through 46a-68f regarding contract compliance, nondiscrimination, and affirmative action requirements. Contractors must comply with prevailing wage requirements for state-funded projects and maintain commercial general liability insurance with the State of Connecticut named as an additional insured. The contract includes provisions for termination without cause by the Mayor upon City Council approval and requires all subcontractors to maintain equivalent insurance coverage and compliance with contract terms.

Instructions to Bidders

Standard Invitation for Bids (IFB) and Contract Terms and Conditions

All Invitations for Bids issued by the City of New London (City) will bind Bidders to the terms and conditions listed below, unless specified otherwise in any individual Invitation for Bids.

Incorporated by reference into this contract are the provisions of Section 2-66 through 2-71 and Section 2-73 of the Code of Ordinances of the City of New London.

The contractor agrees to comply with the Code of Ordinances as they exist on the date of the contract and as they may be adopted or amended from time to time during the term of this contract and any amendments thereto.

Base Bid and Bid Alternates

Due to budgetary considerations, the bid for INTERSECTION IMPROVEMENT / ROUNDABOUT INSTALLATION (State Project No. L094-0003) is divided into a "Base Bid" and one (1) additive alternate bid, as follows:

• Additive Alternate Bid No. 1 – Item No. 0000564A – Central Island Flush Mounted Fountain Jets with Lighting. Additive Alternate Bid No. 1 shall include all work associated with Item No.

0000564A including materials and labor.

Bidders are required to submit bids for the Base Bid and Additive Alternate Bid No. 1 on the forms provided. Bids which do not include the Base Bid and Additive Alternate Bid No. 1 will be considered non-responsive and subject to rejection in their entirety. The contract will be awarded on the basis of the lowest responsive Total Base Bid, not including the Additive Alternate Bid No. 1. The City reserves the right to include in the project contract, either before or after its signing, none or all of the additive alternate bid. The Additive Alternate Bid No. 1 may be added at any time after the award of the contract but prior to completion of the Base Bid work.

Any other work or general items associated with the additive alternate bid will not be measured for payment or paid separately under the additive alternate bid. Only the terms specifically included under the additive alternate bid shall be measured and paid separately in the event the additive alternate bid is added to the contract.

In the event of any discrepancies between this Instruction to Bidders, and information for bidders within the contract documents, this Instruction to Bidders shall govern.

Submission of Bids

1. Bids must be submitted on forms supplied by the City of New London. Telephone, facsimile or e-mail bids will not be accepted in response to an Invitation for Bids. An original and one (1) copy of the Proposal Form shall be returned to the Purchasing Agent.
