About this opportunity
Sonoma State University, located in Rohnert Park, California, is seeking qualified contractors through an Invitation for Bids (IFB) for the International Hall Exterior Stair Replacement project (SSU-IFB-00000805). This design-bid-build construction project entails the complete demolition of existing exterior stairs and construction of a new stair system at International Hall, including site excavation and preparation, installation of new concrete foundations, structural framing, landings, railings, guards, and electrical stair lighting. Bidders must furnish all labor, materials, equipment, and permits necessary for completion and submit proposals in lump sum format with a project budget of $450,000. The scope requires coordination with campus operations, strict adherence to normal working hours (7:00 AM to 5:00 PM Monday through Friday with no weekend or holiday work without prior approval), and completion of all work within 47 calendar days from the Notice to Proceed, with liquidated damages of $250 per calendar day assessed for delays. Contractors must be properly licensed in California with a General A, General B, or C-51 Structural Steel Contractor License, maintain current Department of Industrial Relations registration for public works projects, and comply with all prevailing wage requirements under California Labor Code sections 1720-1815. Electronic sealed bids must be submitted through CSUBUY by May 20, 2026 at 2:00 pm Pacific Time, with bid opening on the same date at 2:30 pm via public Zoom meeting. A non-mandatory pre-bid walkthrough is scheduled for May 6, 2026 at 10:00 am, and bidders may submit questions through the CSUBUY Q&A Board until May 8, 2026 at 12:00 pm. The construction schedule runs from July 6, 2026 through August 21, 2026, contingent upon final approval from all Authorities having Jurisdiction.
This procurement includes mandatory Disabled Veteran Business Enterprise (DVBE) participation requirements, with bidders required to achieve a minimum of 3 percent DVBE participation of the total project bid price, and incentive bonuses available for higher participation levels of 1 percent (3.00-4.99%), 2 percent (5.00-5.99%), or 3 percent (6% or more). Non-small business bidders may also claim a 5 percent small business preference by committing to subcontract at least 25 percent of the net bid price to certified small businesses and microbusinesses. All contractors and subcontractors must register with the Department of Industrial Relations and maintain current registration pursuant to Labor Code section 1725.5. Bidders must submit a bidders bond equal to at least 10 percent of the total bid amount within 24 hours of bid opening, and the successful contractor must furnish performance and payment bonds equal to 100 percent of the awarded contract price. The contractor must maintain comprehensive general liability insurance with limits of $4,000,000 general aggregate and $2,000,000 each occurrence, with the State of California and CSU Trustees named as additional insureds. Monthly partial payments are calculated at up to 90 percent of completed work value with 5 percent retention withheld until project completion and final retention released 30 days after County Recorder filing of the Notice of Completion. The project estimate is $450,000, with contract award made to the lowest responsible bidder whose proposal complies with all requirements within 60 days of bid opening.
