About this opportunity

The Harrisburg Housing Authority is soliciting bids on an indefinite quantity, as-needed basis for interior and exterior painting services covering HHA-owned, HHA-affiliated, and HHA-managed properties within the City of Harrisburg, with bids due July 31, 2026. Attendance by an authorized representative at a mandatory pre-bid site visit and conference on July 14, 2026 is required to submit a responsive bid; failure to attend and sign the attendance sheet renders the bid non-responsive and ineligible for award.

The scope encompasses painting work across nine affiliated properties with a total of 1,640 housing units: William Howard Day Homes, George A. Hoverter Homes, John A.F. Hall Manor, Hillside Village, M.W. Smith Homes, Jackson Tower, Morrison Tower, Lick Tower, and scattered sites. The contractor must furnish all labor, supervision, transportation, tools, equipment, and incidental items; HHA provides all paint and designated consumable materials including primers, stain-blocking products, drywall compound, patch materials, and caulking. Contractors must respond to Request for Service forms or Task Orders with detailed cost estimates and commence work within two calendar days of notification (or three days for work requiring more than two coats).

Bid pricing is based on labor costs only. Prevailing wage requirements apply under HUD Form 52158, effective January 1, 2026: maintenance aide personnel must be paid no less than $24.53 per hour plus $8.88 in fringe benefits. The contract is effective for one year from full execution, with no work commencing prior to receipt of an executed contract and written HHA authorization.

Section 3 compliance is mandatory. Contractors must meet benchmarks of 25 percent Section 3 labor hours and 5 percent Targeted Section 3 labor hours of total labor hours worked, or contribute to HHA's Section 3 Training Fund at tiered rates of 0.75 percent to 5 percent of the base contract amount (minimum $4,500 for contracts under $100,000). Section 3 business concerns receive bidding preference, with awards available within established price thresholds (up to 10 percent higher than the lowest responsive non-Section 3 bid, depending on contract value).

Prior to award, successful respondents must provide current workers' compensation insurance certificates, general liability insurance with minimum $500,000 per occurrence and $1,000,000 aggregate limits naming HHA as additional insured, automobile insurance with combined single limits of $1,000,000, a Harrisburg Mercantile License, and a W-9 form. Invoices must be submitted within 30 days of job completion; payment is net 30 days. The contract is funded in whole or in part with federal HUD funds and is subject to applicable federal labor standards, prevailing wage, and Section 3 requirements. HHA does not guarantee any minimum quantity or dollar amount and reserves the right to award contracts to one or more contractors. Sealed electronic bids must be submitted through HHA's E-Procurement platform no later than 2:00 PM on July 31, 2026.
