About this opportunity
The City of Long Beach Economic Development Department is seeking a partner to implement an Interactive Digital Kiosk Program in the public right-of-way under RFP ED-25-596, with proposals due June 24, 2025 at 11:00 a.m. PST via LongBeachBuys.com. A local-business preference applies: five extra credit percentage points for home-based businesses and ten points for non-residential brick-and-mortar businesses maintaining a principal place of business and current business license within Long Beach city limits.
The program targets highly trafficked areas including the Downtown Entertainment and Dining District, Shoreline Village, the Long Beach Convention and Entertainment Center, and surrounding business corridors, with potential phase-two expansion to other city areas. The City prefers a partnership model in which the selected firm provides kiosk infrastructure, installation, power, and ongoing maintenance at no cost to the City while generating revenue through digital advertising. Proposers must submit a revenue-sharing model specifying the percentage of advertising revenue provided to the City, minimum annual guarantee, any signing incentive, and estimated revenue projections per kiosk and for the entire network. The City is flexible on kiosk configuration (single-sided or double-sided displays) and has expressed interest in real-time bus arrival data integration with Long Beach Transit and ArcGIS mapping incorporation.
Minimum qualifications require the firm to be qualified to conduct business in the City, not be debarred by federal, state, or local government, and have experience implementing similar programs with more than three cities in the U.S. Proposers must demonstrate financial stability through financial statements, annual reports, or business tax returns. The contract term is two years with an option to renew for eight additional one-year periods, not to exceed ten years total.
Evaluation weighting: organizational capacity and experience (30 percent), project plan quality (20 percent), kiosk design, quality, functionality, and features (30 percent), and financial model viability (20 percent). Required insurance includes commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), workers' compensation, commercial automobile liability if applicable ($500,000 CSL), and cyber/privacy insurance ($1,000,000 per occurrence and aggregate). All work must comply with California prevailing wage requirements and contractors must register with the California Department of Industrial Relations. Equal Benefits Ordinance compliance applies to contracts valued at $100,000 or more. Questions were due June 3, 2025; Q&A responses were posted June 10, 2025. The Notice of Intent to Award, issued September 11, 2025, identified IKE Smart City of West Hollywood, California, as the selected vendor with a score of 83 out of 100 points, though work shall not commence without a signed purchase order.
