RFP Summary: Interactive Digital Kiosk Program
This is a Request for Proposals (RFP ED-25-596) issued by the City of Long Beach Economic Development Department seeking a single partner to implement an Interactive Digital Kiosk Program in the public right-of-way throughout Downtown Long Beach. The program aims to increase public access to information, create advertising opportunities, support wayfinding, and enhance the pedestrian and visitor experience. Initial kiosk installations will focus on highly trafficked areas including the Downtown Entertainment and Dining District, Shoreline Village, the Long Beach Convention and Entertainment Center, and surrounding business corridors, with potential phase two expansion to other city areas. The RFP was released on May 20, 2025, with questions due by 11:00 AM PST on June 3, 2025, and Q&A responses posted June 10, 2025. Proposals are due by 11:00 AM PST on June 24, 2025, via LongBeachBuys.com. Evaluation of proposals will occur during July–August 2025, with interviews scheduled thereafter (dates TBD). The contract term is two years with an option to renew for eight additional one-year periods, not to exceed ten years total.
The City prefers a partnership in which the selected firm provides kiosk infrastructure, installation, power, and ongoing maintenance at no cost to the City while generating revenue through digital advertising. The proposal must include a revenue-sharing model specifying the percentage of advertising revenue provided to the City, a minimum annual guarantee, any signing incentive, and estimated revenue projections per kiosk and for the entire network. Proposers must demonstrate financial stability through submission of financial statements, annual reports, business tax returns, or income and balance sheet documentation. Minimum qualifications require the firm to be qualified to conduct business in the City, not be debarred by federal, state, or local government, and have experience implementing similar programs with more than three cities in the U.S. Evaluation will be based on organizational capacity and experience (30 percent weight), project plan quality (20 percent), kiosk design, quality, functionality, and features (30 percent), and financial model viability (20 percent). Local business preference applies, with five extra credit percentage points for home-based businesses and ten points for non-residential brick-and-mortar businesses located in Long Beach. The selected contractor must maintain required insurance coverages including commercial general liability ($1,000,000 per occurrence, $2,000,000 aggregate), workers' compensation, commercial automobile liability if applicable ($500,000 CSL), and cyber/privacy insurance ($1,000,000 per occurrence and aggregate). All work must comply with prevailing wage requirements under California Labor Code Section 1770 et seq., and contractors must register with the California Department of Industrial Relations.

1 The Opportunity
1.1 Project Summary
The City of Long Beach Economic Development Department is seeking to partner with an experienced firm to implement an Interactive Digital Kiosk Program (Kiosk Program) in the public right-of-way to increase access to information, create advertising opportunities, support way finding, and improve the pedestrian and visitor experience. The City of Long
Beach (City) is interested in locating kiosks in strategic locations in Downtown Long Beach with a focus on highly trafficked areas such as the Downtown Entertainment and Dining
District, Shoreline Village, the Long Beach Convention and Entertainment Center, and surrounding business corridors. The City may consider kiosk installations in other areas of the City as part of a phase two expansion of the Kiosk Program.
1.2 Background
The mission of the City of Long Beach Economic Development Department (ED) is to build
America’s next great international city by creating economic opportunities for workers, investors, and entrepreneurs. ED works closely with businesses, business associations, and other City departments to attract new enterprises, promote the City’s brand, and expand music and entertainment offerings that boost tourism and local revenue. With a strategic focus on tourism, entertainment, and waterfront development, ED aims to drive sustained economic growth. To learn more about ED and its programs, visit https://longbeach.gov/economicdevelopment/. This project will also require close coordination with other City departments such as the Public Works Department, Community Development Department, and Technology and Innovation Department.
Long Beach is nestled along the Southern California coast and home to approximately
466,000 people. As an award-winning full-service charter city, Long Beach offers amenities of a metropolitan city while maintaining a strong sense of individual and diverse neighborhoods, culture, and community. With a bustling downtown and over six miles of scenic beaches, Long Beach is a renowned tourist and business destination and home to the iconic Queen Mary, nationally recognized Aquarium of the Pacific, Long Beach Airport, the award-winning Long Beach Convention and Entertainment Center, and world-class Port of Long Beach.
1.3 Goals
The goals of the Kiosk Program are to:
1. Enhance Public Access to Information: Provide visitors and residents with real-time updates on city services, transit schedules, local events, local businesses, emergency alerts, and other information.

Downtown Long Beach and key destinations.
3. Generate Advertising Revenue: Create new revenue streams for the City by offering digital advertising opportunities for local and national businesses, as well as special events helping to fund economic development programs and infrastructure in Downtown and along the waterfront.
4. Improve the Pedestrian and Visitor Experience: Enhance walkability and vibrancy of Downtown Long Beach by integrating user-friendly technology that promotes local attractions, dining, shopping, and cultural sites.
1.4 Award Terms

2 Scope of Work
2.1 Description of Services

4. Engineering and Permitting: The firm shall prepare and submit plans for permitting, respond to City department inquiries, make necessary modifications to plans, pass inspections, and secure all required permits for kiosk installation. 9. Compliance and Permitting: The firm shall ensure compliance with all federal, state, and local regulations, including any applicable California Coastal Commission guidelines. The firm shall ensure all advertising content complies with all applicable
City Advertising Policies, guidelines, and restrictions. This includes City Advertising

The firm shall obtain all necessary permits and approvals for advertisement placements. The firm shall work closely with City staff to address regulatory and legal considerations.
The firm shall submit a detailed project plan outlining its approach to the services described including methodologies, key milestones, deliverables, and a tentative project timeline.
