About this file

This is Addendum No. 1 to Request for Proposals (RFP) No. ED-25-596 issued by the City of Long Beach Department of Financial Management for an Interactive Digital Kiosk Program. The addendum provides clarifications and responses to sixteen questions submitted by prospective vendors regarding the kiosk deployment and operational parameters. The City has not established specific revenue goals for individual kiosks and does not plan to pre-sell city campaigns or provide minimum revenue guarantees. However, the City is open to facilitating connections with local businesses and anchor institutions to support advertising partnerships during the ramp-up phase. The City is flexible regarding kiosk configuration, indicating openness to both single-sided and double-sided displays without specifying a minimum screen size requirement. The City regularly uses ArcGIS for mapping applications and is interested in incorporating real-time bus arrival data through GTFS or GTFS-RT feed integration with Long Beach Transit. The City does not have a target range for initial phase kiosk deployment and will work with the selected vendor to determine the number and locations of kiosks. The RFP portal has a 500MB file size limit per upload, and larger files should be compressed; "Other Addenda" files should be uploaded in the Mandatory Attachments section. Proposers must acknowledge receipt of this addendum by signing and submitting it with their proposal, or risk disqualification.

The City prefers vendors with robust and mature cybersecurity, information security, and privacy programs but does not require SOC 2 compliance specifically. Optional enhancement features are available for consideration, including police-integrated surveillance cameras, security features, and AI-based digital assistants with voice navigation capabilities supporting multiple languages and accessibility for users with visual impairments or mobility limitations. The City is open to future program expansion beyond Downtown Long Beach at its discretion. For insurance purposes, the certificate holder address is 411 West Ocean Boulevard, Long Beach, California 90802. Proposers must utilize the Equal Benefits Ordinance (EBO) form provided in the bidding platform's attachments tab for compliance confirmation. No incumbent vendor information, specific funding amounts, or contract term details are provided in this addendum, as these matters are addressed in the original RFP documentation.

NOTICE TO PROPOSERS

ADDENDUM NO. 1: Questions & Answers

RFP No. ED-25-596 Interactive Digital Kiosk Program

This addendum changes and supersedes the language in the original RFP.

Please acknowledge receipt of this addendum by signing and submitting with your proposal. Any proposer who fails to submit this addendum may be disqualified.

The City would like to remind Proposers that pursuant to Section 5.2.27 of the RFP, the City will not be responsible for or bound by any oral communication or any other information or contact that occurs outside the official communication process specified herein, unless confirmed in writing by the City Contact.

The questions and answers are as follows:

1. Q: How much annual advertising revenue per kiosk is the City expecting to achieve, and is there any historical data or comparable municipal benchmarks available to support that target? This would help us accurately model the financial viability and develop a reasonable minimum revenue guarantee.

A: The City has not established specific revenue goals for each kiosk and expects interested vendors to submit competitive proposals. In the meantime, the City is conducting research on vendor contracts implemented in other cities, including Culver City, Miami, Berkley, and others.

2. Q: Will the City be providing or pre-selling any of its own campaigns (e.g., PSAs, economic development promotions, local initiatives) to help support initial revenue targets or supplement commercial ad sales? Additionally, can these placements count toward our contractual advertising revenue commitments?

A: The City is not currently planning to pre-sell any campaigns.

3. Q: Will the City be involved in co-selling efforts or making introductions to local businesses or anchor institutions to help drive advertising partnerships—particularly during the ramp-up phase? Given the emphasis on supporting local organizations and community-

Addendum # 1 RFP ED-24-462 based messaging, this kind of partnership could strengthen adoption and ad sales outcomes.

A: The City is open to facilitating connections with local businesses and anchor institutions, and will work with the selected vendor to promote the new kiosks and the advertising opportunities they offer.

4. Q: Does the City have a preference for single-sided or double-sided kiosk displays, particularly for high-traffic pedestrian corridors?

A: The City is open to considering options for single-sided or double-sided kiosk displays.

5. Q: Is there a preferred or minimum screen size (e.g., 55”) that the City anticipates for the kiosks to ensure accessibility, visibility, and advertising effectiveness?

A: The City currently does not have a preferred or minimum screen size.

6. Q: While the RFP outlines an initial Downtown focus with possible Phase Two expansion, does the City have a target range or budget for the number of kiosks to be deployed in the initial phase?

A: The City currently does not have a target range for the number of kiosks to be deployed in the initial phase and will work with the selected vendor to identify the number of kiosks and kiosks locations deployed in each phase.

7. Q: Are there any existing APIs or GIS platforms (e.g., ArcGIS, OpenStreetMap) that the City prefers or currently uses for mapping, wayfinding, or transit information? If so, can documentation be shared to support integration?

A: The City regularly uses ArcGIS for various mapping applications.

8. Q: Would the City be interested in incorporating real-time “Next Bus Arrival” data through integration with GTFS or GTFS-RT feeds for Long Beach Transit? Additionally, would the City require an accessible physical control button that can provide an audible announcement of the next stop or route details, in alignment with ADA standards?

A: The City is interested in the possibility of incorporating real-time “next bus arrival” data. The City would prefer for the kiosks to meet ADA standards.

9. Q: Does the City prefer or require SOC 2-compliant vendors for this engagement, in alignment with the cybersecurity and data privacy expectations outlined in the RFP?

A: The City prefers a vendor with a robust and mature cybersecurity, information security, and/or privacy program to satisfy the expectations as outlined in the RFP.

10. Q: Does the City require or anticipate the inclusion of police-integrated surveillance cameras or other public safety monitoring features (e.g., security cameras, emergency call buttons) as part of the kiosk hardware? If not currently required, would the City be open to such features as optional enhancements?

A: This information is not known at this time. However, the City is open to having these features as optional enhancements.

11. Q: Would the City consider kiosks equipped with trainable AI-based digital assistants or voice navigation capabilities to support walk-up interactions such as: Where is the nearest parking garage? or ¿Qué eventos están sucediendo cerca? This could enhance accessibility and engagement for a wide range of users, including those with visual impairments, specific language requirements or limited mobility.

A: The City is open to having this feature as an optional enhancement.

12. Q: Does the City have a preferred number or density of kiosks? Is future expansion of that number possible at the City’s discretion?

A: The City does not have a preferred number or density of kiosks at this time and expects to develop a plan for the number and location of kiosks with the selected vendor. A future expansion of the number of kiosks is possible.

13. Q: Is the City open to expanding the program beyond Downtown in a future phase, also at the City’s discretion?

A: Yes, the City is open to expanding the program beyond Downtown Long Beach in a future phase.

14. Q: Does the RFP portal have any file size or page count limits for uploads? The portal has links to upload the Narrative Proposal, Financial Proposal, Financial Stability, and Mandatory Attachments. Where should the “Other Addenda” file be uploaded? Also, can respondents upload an all-inclusive PDF in addition to the separate attachments?

A: The portal does have a file size limit of 500MB per upload. For larger files, we recommend using compressed (zip) folders to help reduce upload time and avoid potential system slowdowns.

“Other Addenda” should be uploaded in the section designated for Mandatory Attachments.

It is preferred that all documents be submitted separately as outlined in the RFP instructions to ensure proper processing.

15. Q: For the COI, what is the address for the certificate holder?

A: 411 West Ocean Blvd, Long Beach, CA 90802

16. Q: Is the most up-to-date Equal Benefits Ordinance document located at this link (https://www.longbeach.gov/globalassets/finance/media-library/documents/business-info/purchasing-division/equal-benefits-ordinance/6-23-11-ebo/) and is this the only document respondents need in order to confirm they are in compliance with the Equal Benefits Ordinance?

A: Please utilize the EBO form attached in the bidding platform, in the attachments tab.
