About this file
This is a Local Preference Program attachment for the City of Long Beach procurement process. The provision outlines the City's preference framework for local businesses competing for contract opportunities.
The City of Long Beach applies five extra credit percentage points to all businesses that qualify as local businesses, defined as companies maintaining their principal place of business in a fixed location within the City of Long Beach and possessing a current City business license and sellers permit, if applicable. An additional five percentage points are awarded to local businesses operating from a brick and mortar or non-residential location, providing a potential total of ten extra credit points for qualifying businesses. Bidders must certify their eligibility by selecting yes or no in Attachment C and are required to provide copies of current, valid business licenses and sellers permits showing a place of business within City limits. The section mandates that bidders must not leave the eligibility question blank and must clearly identify the address associated with their business license and designate whether the location is a brick and mortar/commercial/non-residential or residential address.
To claim the local preference, businesses must complete the certification section with their name, signature, date, business license number, sellers permit number if applicable, and business address. Documentation must be attached to the solicitation package to substantiate eligibility claims. The template specifies that all required information and supporting documents must accompany the submission for the preference to be considered during the evaluation process.
