The Florida Department of Transportation (FDOT) District Six is soliciting proposals via Request for Proposal DOT-RFP-26-6202SD-REBID for comprehensive Intelligent Transportation Systems (ITS) and Transportation Management Center (TMC) Operations Services in Miami-Dade County. The contract requires 24/7/365 operations and management of the SunGuide Transportation Management Center serving Miami-Dade and Monroe counties, encompassing thirteen service categories: program and TMC management, freeway operations, arterial operations, express lanes and ramp signaling operations, incident management, incident response vehicle operations, community outreach and customer support, TMC information technology services, ITS utility locates services, IT data architect services, TMC contract oversight services, miscellaneous TSM&O and traffic operations services, and transition services. The contractor must manage and operate extensive ITS infrastructure including 489 closed-circuit television cameras, 130 dynamic message signs, 447 microwave vehicle detection systems, 41 ramp signal systems, and 20 wrong-way vehicle detection systems across approximately 239 centerline miles of roadway covering I-75, I-95, and SR 826 corridors. Key deliverables include Standard Operating Guidelines, procedural plans, training materials, and monthly, quarterly, and annual performance reports. Eight key staff positions must be continuously staffed with replacements required within 30 calendar days of vacancy, with minimum hourly salary requirements ranging from $24.00 to $35.00 depending on position. The evaluation process employs a 150-point scoring system comprising 100 points for technical proposal (maximum 21 pages), 25 points for oral interview performance, and 25 points for price, with a minimum technical score of 70 points required to advance to subsequent evaluation stages. Proposers must achieve a minimum of five years of experience within the past ten years providing comparable ITS/TMC operations support services in Florida. Proposals are due electronically to D6.Purch@dot.state.fl.us by April 28, 2026, at 10:00 AM, with technical proposal opening on May 12, 2026, oral interviews on May 27, 2026, price proposal opening on June 9, 2026, and final selection meeting on June 15, 2026. Site visits are required prior to proposal submission, and proposers must register in MyFloridaMarketPlace.
The solicitation does not indicate specific disadvantaged enterprise set-asides or restrictions limiting types of organizations from responding. All vendors must comply with Title VI of the Civil Rights Act and multiple federal nondiscrimination statutes, including Section 504 of the Rehabilitation Act, the Age Discrimination Act, and the Federal-Aid Highway Act. Contractors must be authorized to do business in Florida, comply with E-Verify requirements, and certify compliance with scrutinized companies lists regarding boycotts of Israel and activities in Sudan and Iran. General liability insurance of at least $1,000,000 per person and $3,000,000 each occurrence is required, with the Department named as an additional insured. The contract includes a one percent MyFloridaMarketPlace transaction fee deducted from vendor payments. The contract term begins August 1, 2026, and continues through August 1, 2031, with an option for renewal for up to three years or the original contract term, whichever is longer, subject to satisfactory performance and mutual agreement. The total maximum budgetary amount is $77,329,330.00, which includes pre-established amounts of $3,500,000.00 for Miscellaneous TSM&O and Traffic Operations Services and $50,000.00 for Transition Services, with no price escalation allowable across the five-year contract term. Pricing must be structured as lump sum amounts with loaded billing rates incorporating staff salaries, overhead, fringe benefits, expenses, and operating margins, with an additional fuel cost adjustment clause for incident response vehicle services based on U.S. Energy Information Administration pricing data.
