Addendum #2 Summary

This document is Addendum #2 to Request for Proposal DOT-RFP-26-6202SD-REBID issued by the Florida Department of Transportation District Six for Intelligent Transportation Systems (ITS) and Transportation Management Center (TMC) Operations Services in Miami-Dade County. The addendum revises the proposal deadline from April 28, 2026, to May 7, 2026, at 10:00 AM, with electronic submission required to D6.Purch@dot.state.fl.us. The contract encompasses thirteen service categories including program and TMC management, freeway operations, arterial operations, express lanes and ramp signaling operations, incident management, incident response vehicle operations, community outreach and customer support, TMC information technology services, ITS utility locates services, IT data architect services, TMC contract oversight services, miscellaneous TSM&O services, and transition services. The contract term is five years beginning August 1, 2026, through August 1, 2031, with renewal options available for up to three years or the original contract term, whichever is longer, subject to satisfactory performance and mutual agreement.

Addendum #2 substantially revises the price proposal format in Exhibit C by eliminating job classification tables, minimum required annual hours columns, loaded billing rates per hour, and job classification annual cost calculations across most service categories, requiring instead lump sum pricing for Year 1 costs. The exception is Express Lanes and Ramp Signaling Operations Services (Section 4), which maintains a single job classification for "75/826 EL Ramp Signaling Operator(s)" with 4,160 minimum required annual hours, and Incident Response Vehicle Operations Services (Section 6), which retains loaded billing rate pricing for three specific IRV operator positions (I-75, I-95, and SR 826). Revision #2 removes the requirement for consultants to submit three copies of monthly invoices for progress payments. Proposers must submit the revised Exhibit C Price Proposal dated May 1, 2026, with their proposals, and digital signatures are acceptable for all required signatures and dates. The Department clarified that consultants must identify all staffing positions necessary to fully satisfy scope requirements while meeting specified minimum staffing positions, qualifications, and salary thresholds.

ADDENDUM #2

V. QUESTIONS AND REPONSES

Below please find the answers to questions received from prospective proposers on this project.

Questions Response

1. Will there be a pre-bid meeting? 1. No.

2. Beacon would not be a prime as we have an AI-enabled SOP Assistant that meets, potentially exceeds your needs as you describe in the RFP section 4.5 We have demonstrated the solution to a number of the FDOT districts already with great success.

We have also demonstrated it to AECOM and some of the other AEC firms with equal enthusiasm.

Naturally we would want to send a proposal to each of the bidders (but we do not know yet who they are although could take a good guess.

If we sent you a suggestion of an addendum to the RFP, perhaps a priced option, would you be open to this idea? There would be no risk to you and it would give the bidders an opportunity to include a solution that would be of great value to D6 and FDOT as a whole.

2. No. The Department is not open to the proposed idea of introducing a priced option for an AI-enabled SOP Assistant solution.

The Department requires the Consultant to propose a price for each required service area— either as a single lump sum or a maximum limited amount—that includes all labor, materials, equipment, and any other costs necessary to perform all services within the service area, as described or implied in Exhibit

A – Scope of Services.

3. In any event, would you see a value in Beacon sending you a proposal as a separate line item (even if you would not separately purchase in this way)?

3. No. Only responsive proposals that meet all requirements of this solicitation will be accepted.

Please refer to RFP Section 20) Responsiveness of Proposals.

4. RFP Section 21, item c.iii requires that resumes be ‘signed and dated’. Since the proposal will be submitted electronically, and consistent with the original RFP responses, please confirm whether digital signatures such as scanned handwritten signatures are acceptable to meet the ‘signed and dated’ requirement for these resumes?

4. Digital signatures and dates are acceptable.

5. Section 26 of the RFP states that ‘All proposals and associated forms shall be signed and dated in ink by a duly authorized representative of the Proposer.’ Since the proposal must be submitted electronically, and consistent with the original RFP responses, please confirm whether a digital signature such as a scanned handwritten signature is acceptable to satisfy the ‘signed and dated in ink’ requirement.”?

5. Digital signatures and dates are acceptable.

6. Exhibit A (scope of services) identifies required services and minimum salary rates for some job classifications. Exhibit C (price proposal) identifies Job Classifications and Minimum Required Annual Hours. Consistent with the original RFP responses, can FDOT clarify that the consultant is expected to identify staff, hours, and rates beyond the minimums to satisfy all services and requirements in Exhibit A?

6. The Consultant shall furnish all personnel, vehicles, equipment, materials, licenses, and incidentals necessary to perform all services described, referenced, or otherwise required under Exhibit A – Scope of Services, which shall be performed in accordance with the General Provisions set forth in Exhibit A – Scope of Services, Section 3.

The Consultant shall identify and furnish all staffing positions deemed necessary by the

Consultant to fully satisfy all requirements

DOT-RFP-26-6202SD – REBID

ADDENDUM #2

Questions Response detailed in Exhibit A – Scope of Services and the applicable SOGs; and, at a minimum, it shall furnish the required minimum staffing positions that meet or exceed the minimum qualifications, responsibilities, working hours, working location requirements and minimum salary thresholds specified in Exhibit A – Scope of Services.
