About this file

This is a Price Proposal Exhibit C document submitted for Florida Department of Transportation (FDOT) District Six's Request for Proposal DOT-RFP-26-6202SD-REBID for Intelligent Transportation Systems (ITS) and Transportation Management Center (TMC) Operations Services. The proposal covers thirteen distinct service categories across Miami-Dade County, including program and TMC management, freeway operations, arterial operations, express lanes and ramp signaling operations, incident management, incident response vehicle operations, community outreach and customer support, TMC information technology services, ITS utility locates services, IT data architect services, TMC contract oversight services, miscellaneous TSM&O and traffic operations services, and transition services. The contract term runs from August 1, 2026, through August 1, 2031, with optional renewal for up to three years or the original contract term. The proposal structure requires bidders to submit lump sum amounts for fixed services and loaded billing rates for flexible services, with pricing to remain constant across all five years and no price escalation allowable.

The pricing proposal template establishes a maximum total budgetary ceiling of $77,329,330.00 across the five-year contract period, with pre-established departmental amounts of $3,500,000.00 ($700,000.00 annually) allocated for Miscellaneous TSM&O and Traffic Operations Services and $50,000.00 for Transition Services. All loaded billing rates must incorporate staff salaries, overhead, fringe benefits, sub-consultant costs, allowable expenses, and operating margins. The pricing structure delineates specific minimum and additional required annual hours for each job classification across service categories, ranging from 480 hours for specialized positions to 17,520 hours for freeway operators. The proposal document indicates that the consultant acknowledges understanding RFP instructions and the complete procurement package through authorized signature. A fuel cost adjustment clause applies to Incident Response Vehicle Operations Services based on U.S. Energy Information Administration pricing data, as described in Exhibit A-2 of the supplemental requirements.
