About this file

This is an Exhibit B Method of Compensation document from the Florida Department of Transportation District Six for the Intelligent Transportation Systems (ITS) / Transportation Management Center (TMC) Operations Contract (DOT-RFP-26-6202SD-REBID). The contract covers nine financial project numbers and encompasses comprehensive transportation management services including program and TMC management, freeway operations, arterial operations, express lanes and ramp signaling operations, incident management, community outreach, IT services, utility locates, and contract oversight. The contract term is five years, with a transition period tentatively scheduled from August 1, 2026, through September 30, 2026, for which a lump sum payment of $50,000 is allocated. Proposals were due on April 28, 2026, at 10:00 a.m., submitted via email to D6.Purch@dot.state.fl.us.

The compensation structure employs a hybrid approach combining lump sum and loaded billing rate methods. Lump sum services—including program management, operations services, incident management, and IT services—are locked in for the five-year contract term and paid in sixty monthly installments calculated by dividing the annual lump sum by the payment period. Loaded billing rate services for incident response vehicle operations and miscellaneous traffic operations services include consultant staff salaries, overhead, fringe benefits, and operating margin, with reimbursable expenses paid based on actual allowable costs approved by the Department. The maximum limiting amount (budgetary ceiling) is listed as TBA (To Be Announced), with only a TBA amount currently available for fiscal year 2026/2027. The contract's total funding is contingent upon annual legislative appropriations, and the Department will issue Letters of Authorization when additional funding is approved and encumbered. Monthly invoices are submitted to the SunGuide Transportation Management Center in Miami, Florida.
