Summary of Exhibit A-2: Incident Response Vehicle Operations Services Requirements
This is an exhibit detailing the operational requirements for Incident Response Vehicle (IRV) services under the Florida Department of Transportation District Six's Intelligent Transportation Systems and Transportation Management Center Operations Contract (DOT-RFP-26-6202SD-REBID). The consultant must provide IRV operators and units to respond to traffic incidents, assist disabled motorists, and support emergency responders across Miami-Dade and Monroe counties. IRV operators must possess minimum qualifications including being at least 18 years old, holding a valid Florida driver's license, having law enforcement or emergency management background, and possessing SLERS radio system clearance. All IRV units must be new or no older than the 2025 production year model, specifically Ford F350 trucks or equivalent one-ton dual rear-wheel chassis equipped with utility service bodies, high-output V8 engines, and comprehensive safety and communication equipment including LED light bars, changeable message signs, GPS tracking, and SLERS radios provided by the Department. The contract requires 24/7/365 operations with IRV operators maintaining strict appearance and conduct standards, including wearing Department-approved uniforms and high-visibility safety vests. Operators must complete extensive training within 30 days of hire, including NIMS ICS certifications (100, 200, 700, 800), FDOT maintenance of traffic training, hazmat training, and incident management procedures. IRV unit inspections must be documented daily and submitted electronically by 5:00 PM, with units removed from service within 60 minutes if deemed unsafe or non-compliant.
The consultant bears responsibility for all IRV operations costs, including vehicle acquisition and maintenance, operator uniforms, fuel, cellular communications, and all related equipment. IRV operators are prohibited from charging fees, accepting gratuities, or recommending towing services, and must adhere strictly to alcohol and drug policies. The contract includes a fuel price adjustment mechanism based on U.S. Energy Information Administration data with a base consumption rate of 2.0 gallons per hour per unit; adjustments apply only when fuel prices fluctuate more than 5% from the established base price. The consultant must provide backup and re-supply units to ensure continuous coverage, with replacement units deployed within 60 minutes of any breakdown or Department removal request. Additionally, the consultant must maintain updated lists of IRV units for tolling facility access and is responsible for all tolling costs associated with express lane operations. Shift changes must coincide with non-peak traffic hours (outside 6:00 AM–9:00 AM and 3:30 PM–6:30 PM), and IRV operators must remain on duty until properly relieved or incident response requirements are completed.

The current average price will be compared to the base fuel price(s) established for this Contract. Should the current fuel price be below the base fuel price and qualify for adjustment, the total fuel adjustment amount will be negative (-) and deducted from the monthly Loaded Billing Rate invoice to the Department.
The actual adjustment will be calculated by subtracting the base fuel price(s) from the current average price, then multiplying the result by the gallons of consumption per hour / per Unit and multiplying that result by the total Unit hours…
