About this file
This is Exhibit B - Method of Compensation Addendum No. 2, dated May 1, 2026, for the Florida Department of Transportation District Six Intelligent Transportation Systems (ITS) and Transportation Management Center (TMC) Operations Contract (DOT-RFP-26-6202SD-REBID). The contract encompasses comprehensive operations and management services for the SunGuide Transportation Management Center serving Miami-Dade and Monroe counties, with a five-year term beginning August 1, 2026, and extending through August 1, 2031. The contract includes thirteen service categories: program and TMC management services, freeway operations services, arterial operations services, express lanes and ramp signaling operations services, incident management program services, community outreach and customer support services, TMC information technology services, ITS utility locates services, IT data architect services, TMC contract oversight services, transition services, incident response vehicle operations services, and miscellaneous TSM&O and traffic operations services. Monthly invoices of three copies must be submitted to the Florida Department of Transportation SunGuide Transportation Management Center at 1001 NW 111th Avenue, Miami, Florida 33172, addressed to the TSM&O Program Engineer - Freeways.
The compensation structure employs two methods: lump sum compensation for well-defined services with predictable levels of effort, and loaded billing rate compensation for services that are not well-defined with unpredictable effort levels. Lump sum services are paid in sixty monthly payments representing the annual lump sum divided by twelve months over the five-year contract duration, with a transition period lump sum payment of $50,000 tentatively scheduled for August 1 through September 30, 2026. Loaded billing rate services include incident response vehicle operations and miscellaneous TSM&O and traffic operations services, with payment based on work hours authorized by the Department plus actual allowable expenses. The Maximum Limiting Amount (budgetary ceiling) is listed as "TBA" (to be announced), with current fiscal year 2026/2027 funding also listed as "TBA." Lump sum compensation includes all staff salaries, overhead, fringe benefits, expenses, and operating margin, while loaded billing rates include staff salaries, overhead, fringe benefits, and operating margin with separate reimbursement for actual allowable expenses. No services may be provided exceeding the maximum limiting amount without an approved Amendment from the Department. Funding for the contract is contingent upon annual appropriation by the Florida Legislature, with additional funding authorized through Letter of Authorization (LOA) when encumbered by the Department.
