The technical proposal public opening has been rescheduled to May 21, 2026, at 11:00 AM at the FDOT District Six Main Building in Miami, Florida. The contract requires 24/7/365 operations and management of the SunGuide Transportation Management Center, encompassing thirteen service categories including program management, freeway and arterial operations, incident management, community outreach, IT services, and miscellaneous traffic operations. The contractor must manage extensive ITS infrastructure including 489 closed-circuit television cameras, 130 dynamic message signs, 447 microwave vehicle detection systems, 41 ramp signal systems, and 20 wrong-way vehicle detection systems across approximately 239 centerline miles of roadway. The total maximum budgetary amount is $77,329,330.00, with no price escalation allowable across the five-year contract term. Pricing must be structured as lump sum amounts with loaded billing rates incorporating staff salaries, overhead, fringe benefits, expenses, and operating margins, with an additional fuel cost adjustment clause for incident response vehicle services. Proposers must achieve a minimum of five years of experience within the past ten years providing comparable ITS/TMC operations support services in Florida, and the evaluation process employs a 150-point scoring system comprising 100 points for technical proposal, 25 points for oral interview performance, and 25 points for price, with a minimum technical score of 70 points required to advance. General liability insurance of at least $1,000,000 per person and $3,000,000 each occurrence is required, and contractors must be authorized to do business in Florida and comply with E-Verify requirements.
