Summary of Exhibit B - Method of Compensation

This is a method of compensation exhibit from the Florida Department of Transportation, District Six, for the Intelligent Transportation Systems (ITS) and Transportation Management Center (TMC) Operations Contract (DOT-RFP-26-6202SD-REBID). The contract encompasses nine financial project numbers and includes thirteen distinct service categories: program and TMC management, freeway operations, arterial operations, express lanes and ramp signaling operations, incident management, incident response vehicle operations, community outreach and customer support, TMC information technology services, ITS utility locates services, IT data architect services, TMC contract oversight services, miscellaneous TSM&O and traffic operations services, and transition services. The contract term runs from August 1, 2026, through August 1, 2031, with potential renewal options for up to three additional years. The total maximum budgetary ceiling is to be determined (TBA), with only a TBA amount currently available for encumbrance in fiscal year 2026/2027. The transition period (tentatively scheduled for August 1 through September 30, 2026) includes a lump sum payment of $50,000. Proposals were due by April 28, 2026, at 10:00 AM, with technical proposal opening on May 12, 2026, oral interviews on May 27, 2026, price proposal opening on June 9, 2026, and final selection on June 15, 2026.

The compensation structure combines two methods: lump sum payments for well-defined services with predictable effort levels, and loaded billing rates for services with undefined scope and unpredictable effort levels. Lump sum services are paid in sixty monthly installments equal to one-sixtieth of the annual amount, with payments based on percentage of services completed as approved by the Department. Lump sum amounts include consultant staff salaries, overhead, fringe benefits, expenses, and operating margin. Loaded billing rate services are compensated based on authorized work hours, with loaded rates incorporating staff salaries, overhead, fringe benefits, and operating margin; expenses are reimbursed based on actual allowable costs incurred. The consultant must not exceed the maximum limiting amount without an approved amendment and cannot provide services exceeding approved annual appropriations. Monthly invoices are submitted in triplicate to the Florida Department of Transportation SunGuide Transportation Management Center in Miami. The contract does not involve tangible personal property purchases and includes a one percent MyFloridaMarketPlace transaction fee deducted from vendor payments.
