About this opportunity
George Mason University, a public institution of higher education and agency of the Commonwealth of Virginia located in Fairfax County, is seeking qualified vendors to provide comprehensive insurance broker and risk management consulting services through Request for Proposals GMU-ER0415-26. The university requires a contractor to represent it in the commercial insurance marketplace and deliver placement services, general policy administration, claims-related services, risk consulting, loss control services, and 24/7 on-call support for urgent matters on a worldwide basis. The contractor must demonstrate specific expertise in research institution risk management, human clinical trials, artificial intelligence and emerging technology liability, cyber liability, construction insurance, foreign liability coverage, unmanned aircraft systems, athletic catastrophic coverage, and student arts programming. The university strongly prefers vendors capable of providing on-site services at any George Mason campus within Virginia with no more than 24 hours' notice and possessing global brokerage capability to support international operations. Evaluation will be based on qualifications and experience (25 points), specific plans or methodology (25 points), global presence (15 points), price offered (25 points), and Virginia Small Business and Supplier Diversity (SWaM) certification at proposal due date (10 points). The schedule requires contractor inquiries submitted through the Bonfire electronic portal by April 30, 2026 at 4:00 PM Eastern Time with responses posted by May 5, 2026 at 5:00 PM ET; proposals are due May 19, 2026 by 2:00 PM ET via Bonfire only, with committee evaluation scheduled May 22 through June 5, 2026, oral presentations tentatively scheduled for the week of June 15, 2026, finalist negotiations tentatively scheduled for June 29 through July 3, 2026, and contract start by August 10, 2026.
The contract is restricted to vendors registered with eVA and those capable of complying with Virginia's Small Business and Supplier Diversity certification requirements within 90 days of contract execution; Virginia SWaM-certified firms receive preference through the evaluation point structure. No incumbent vendors or current contractors are identified in the procurement documents. The contractor must maintain commercial general liability insurance of at least $1,000,000 per occurrence, workers compensation insurance at statutory limits, commercial automobile liability of at least $1,000,000 per occurrence, an umbrella/excess policy of at least $5,000,000, and cyber liability insurance of at least $2,000,000 per incident for contracts involving protected data. Historical spending data indicates annual contract costs have ranged from $116,600 in FY 2024 to $683,300 in FY 2023; however, this information is provided for reference only and does not constitute a guaranteed minimum expenditure or budget ceiling. The contract term is one year from the effective date with six successive one-year renewal options, and George Mason retains the right to negotiate with top-ranked offerors and is not required to select the lowest-priced proposal. All pricing submissions must include all costs associated with providing services, with travel expenses included within a 50-mile radius of George Mason's Fairfax campus and reimbursable on a per diem basis for travel beyond that radius in accordance with George Mason policies and GSA rates.
