About this opportunity
The City of Villa Rica is seeking a comprehensive Insurance Brokerage Services provider through a Request for Qualifications (RFQ) for their municipal employee benefits program. The procurement targets a new insurance broker to manage Group Medical Insurance & Pharmacy, Dental, Vision, Life and Disability, Employee Assistance Program, Wellness Program Administration, Accident and Critical Illness, and FSA services for 165 full-time employees. Qualified firms must demonstrate extensive experience with self-funded insurance programs, relationships with insurance providers, pharmacy benefit management, stop-loss reinsurance, and wellness program administration. The RFQ requires respondents to submit detailed firm information, key personnel credentials, and at least three Georgia references, along with proof of Professional Liability Insurance. Critical submission deadlines include written questions due by December 9, 2024 at 2:00pm, with city responses provided by December 12, 2024, and final proposal submissions due January 10, 2025 at 2:00pm. Evaluation criteria will focus on the firm's experience, service capabilities, and ability to provide comprehensive benefits management, with the city reserving the right to negotiate with qualified offerors.
The procurement appears open to all qualified insurance brokerage firms without specific set-aside designations for disadvantaged enterprises. The city currently uses Paycom as their HRIS platform for benefits and enrollments, which provides file feed integrations with carriers, suggesting potential technology integration requirements. The incumbent broker has been in place for eight years and is currently compensated at $42.75 per member per month, with the city specifying that broker compensation will be limited to a fixed flat fee or percentage paid directly by the city. Current insurance infrastructure includes Allied health insurance using the Aetna network, US RX Care and Angel RX for pharmacy benefits, and Mutual of Omaha for dental, vision, life, disability, critical illness, and accident coverage. Admin America currently serves as their FSA and COBRA administrator. While no specific total contract value is listed, the city manages benefits for 144 of 165 employees and appears committed to maintaining high-quality coverage while seeking cost-effective solutions through this procurement process.
