About this file
This is Addendum #2 containing questions and answers for the City of Villa Rica's Insurance Broker Services RFQ. The document reveals that the City is seeking a new insurance broker after 8 years with their current provider, prompted by recent leadership changes and a desire to evaluate options. The City uses Paycom for benefits administration, which integrates with their payroll system and carriers through file feeds. Their current health insurance is through Allied using the Aetna network, with US RX Care and Angel RX for pharmacy benefits (carved in), while Mutual of Omaha provides dental, vision, life, disability, critical illness, and accident coverage.
The City is self-funded and intends to remain so, with employee premium contributions varying based on wellness program participation and tobacco use status (ranging from 5% to 30%). They currently lack an internal data analytics platform, relying on broker-compiled reports for claims analysis. The City is specifically seeking a broker who can provide direct customer service to employees, as the HR team is currently handling most benefit-related inquiries. Admin America serves as their FSA and COBRA administrator. The City aims to maintain high-quality coverage at reasonable costs while enhancing benefits as their staff continues to grow.

Insurance Broker Services –RFQ Questions
What prompted the decision to issue this RFQ?
The City of Villa Rica had a change in leadership in various positions over the past couple of years which has prompted new ideas. The City hasn’t put out a bid for insurance broker services in a long time and it was felt that it was time to evaluate all our options.

What benefits administration system is currently in use by the City of Villa Rica, if any?
We use Paycom.
Does your benefits administration platform integrate directly with your payroll system and your medical and ancillary carriers through file feeds?
Yes, Paycom handles our payroll, benefit administration and file feeds to our carriers.
Is your pharmacy benefit carved in or carved out from your medical TPA?
Carved in
What data analytics platform is currently being used to provide the City of Villa Rica with insight into claims utilization, trend and cost drivers?
We don’t have a platform to provide that data on our end. Our current brokers pull the data and compiles it into a report for us and we meet monthly to discuss.
Could you provide a brief overview of your current health and benefits offerings? What areas do you believe require improvement, and is there a specific focus for the upcoming plan year?
Allied is our health insurance carrier, we currently rent the Aetna network. Our pharmacy is with US RX Care and Angel RX.
Mutual of Omaha is our carrier for dental, vision, basic life, voluntary life, short term disability, long term disability, critical illness and accident coverage.
Admin America is our carrier for Medical & Dependent FSA as well as our administrator for COBRA.
As our City continues to grow so does our staff. Therefore, we are looking for a broker that will provide direct customer service to our employees when an issue or question arises. Currently, the HR team is carrying much of the workload when it comes to an employee with billing questions, network questions, prescription questions, etc. We want to remain self-funded. We want to provide our employees top tier coverage at a reasonable cost and ultimately enhance their benefits.
