About this opportunity
The State of Utah Division of Purchasing, on behalf of the Department of Government Operations Risk Management (DORM), is soliciting proposals for third-party claims handling services through a Request for Proposals (RFP) posted on May 19, 2026, with a submission deadline of June 16, 2026. The procurement seeks to award contracts to four qualified vendors to provide professional property and liability claims management services across the State of Utah on an as-needed basis throughout a five-year contract term. Services include claims intake and file setup, comprehensive claims investigation with mandatory on-site response within 48 hours of claim assignment, claims evaluation, coordination with relevant parties, and claim resolution support, with deliverables encompassing claim acknowledgements, initial investigation reports, periodic status reports, supporting documentation such as witness statements and photographs, and final claim reports with liability assessments and recommended disposition. Mandatory vendor qualifications include maintaining a Utah business footprint with local operational presence, responding on-site to claims within 48 hours, possessing experience handling property and liability claims for government and public sector entities, and holding a valid Utah adjuster license or reciprocal out-of-state adjuster license. The evaluation methodology utilizes a two-stage process allocating 1,000 total points: 750 points for technical criteria evaluation (requiring a minimum score of 525 points or 70 percent to advance to cost evaluation), with technical scoring based on experience and qualifications (20 percent weight), approach and methodology (30 percent weight), communication and customer service responsiveness (30 percent weight), and documentation of past claims experience with minimum submissions of one property claim and one liability claim (20 percent weight); and 250 points for cost evaluation using the formula Cost Points × (Lowest Proposed Price/Proposed Price), with the lowest-cost vendor receiving 100 percent of available cost points and the four highest-scoring responsive and responsible vendors receiving contract awards.
The solicitation documents do not identify any set-aside designations or restrictions limiting response eligibility to specific organization types, disadvantaged enterprises, or minority-owned businesses; nor do they reference any incumbent vendors or current contractors. Vendors must comply with all applicable federal and state laws, maintain workers' compensation and commercial general liability insurance of at least $1,000,000 per occurrence and $3,000,000 aggregate, and register with the E-Verify system if employing personnel in Utah. Pricing information is considered public and cannot be classified as confidential, though vendors may submit redacted versions with claims of business confidentiality if properly documented through the required Claim of Business Confidentiality form. The RFP does not establish a specific budget, as services will be requested on an as-needed basis depending on claim volume and DORM requirements; however, vendors must submit detailed pricing information including all-inclusive travel pricing based on 50 miles of travel, mandatory administration and technology support fees, and flat-rate fee schedules for ancillary services and file exceptions. The State reserves the right to conduct background checks on vendor employees with access to secure facilities or sensitive data and to conduct interviews or presentations at its discretion, with price guarantees to be maintained for the period specified in the solicitation and any adjustment requests requiring thirty days' notice and supporting documentation.
