About this file
This Scope of Work document outlines third-party claims handling services requested by the State of Utah Department of Risk Management (DORM) to manage property and liability claims across Utah. The DORM seeks to award contracts to four vendors with the highest evaluation scores to provide professional claims management services on an as-needed basis throughout the five-year contract term. Services include claims intake and file setup, comprehensive claims investigation, on-site investigations with forty-eight-hour response requirements, claims evaluation, coordination with relevant parties, and claim resolution support. Contractors must maintain a local operational presence within Utah and demonstrate the capability to respond on-site within forty-eight hours of claim assignment. Deliverables include claim acknowledgements, initial investigation reports, periodic status reports, supporting documentation such as witness statements and photographs, and final claim reports with liability assessments and recommended disposition. No specific contract award date, start date, or response deadline is provided in this document.
Pricing for services will be determined through a two-stage evaluation process: a technical criteria evaluation worth 750 points (requiring a minimum score of 525 points or 70% to advance) and a cost evaluation worth 250 points using the formula of cost points multiplied by the lowest proposed price divided by the proposed price. The vendor with the lowest cost receives 100% of available cost points, and the four highest-scoring vendors will be awarded contracts. No specific budget has been established for this solicitation, as services will be requested on an as-needed basis depending on claim volume and DORM requirements. Contractors must possess a valid Utah adjuster license or a reciprocal out-of-state adjuster license and demonstrate experience handling property and liability claims for government or public sector clients. Contractors are responsible for maintaining confidentiality in accordance with applicable Utah statutes and DORM policies regarding consumer financial and health information protection.
