About this file

This is an RFP evaluation scoresheet for third-party insurance claims handling services issued by the State of Utah Department of Government Operations Risk Management. The State seeks to award contracts to four qualified vendors to provide professional property and liability claims management services across Utah. The contract term is five years. Vendors must meet four mandatory requirements: maintain a Utah business footprint, respond onsite to claims within 48 hours, possess experience handling property and liability claims for government and public entities, and hold a Utah or reciprocity adjuster's license. Proposals will be evaluated on four scoreable technical criteria: experience and qualifications (20 percent weight), approach and methodology (30 percent weight), communication and customer service responsiveness (30 percent weight), and documentation of past claims experience with minimum submissions of one property claim and one liability claim (20 percent weight).

The evaluation utilizes a 1,000-point scoring system divided into technical criteria (750 points) and cost evaluation (250 points). Vendors must achieve a minimum of 70 percent (525 points) on technical criteria to advance to cost evaluation. Cost points will be awarded based on the formula of Cost Points multiplied by the lowest proposed price divided by the vendor's proposed price, with the lowest-cost vendor receiving 100 percent of available cost points. The four highest-scoring vendors across both technical and cost evaluations will be awarded contracts. Proposals must include detailed narratives addressing claims triage processes, 48-hour response protocols, remote location logistics, catastrophic event surge capacity, claims management system capabilities with real-time access for state representatives, escalation procedures, and communication tracking systems.

Technical Criteria For ease of evaluation, the proposals must provide a narrative point-by-point response, addressing in detail each area of the evaluation criteria. The criteria are not intended to limit a proposal’s content or exclude any relevant or essential data. Vendors are at liberty and are encouraged to expand upon the criteria to demonstrate the vendor’s ability to provide the State with a solution.

Vendors need to provide a narrative for the following criteria.
1. Experience and Qualifications
a.Detail your experience providing claims handling services for both public insurance companies and government/municipalities if applicable
b.Describe the qualifications, licensure, and specialties of your adjusters who will be assigned property and liability claims
c.Explain your process to verify that all adjusters maintain necessary licenses in good standing
2. Approach and Methodology
a.Describe your company’s process for triage of property and liability claims including how a claim is assigned to an adjuster and expectations for claims handling by the adjuster in the first 48 hours of assignment.
b.Describe your process for scene investigation, witness interviews, and liability quantification.
c.Describe your logistical plan for meeting the 48-hour on-site response requirement for a claim occurring in a remote location. How do you manage travel, and what is your backup plan if the primary local adjuster is unavailable?
d.In the event of a catastrophic event (e.g., a major earthquake along the Wasatch Front or widespread wildfires), explain your "Surge Plan." How will you scale your staffing to handle multiple new assignments while maintaining quality standards?
3. Communication, Responsiveness, and Customer Service
a.Describe your Claims Management System (CMS). Will Department of Risk Management (DORM) representatives/management have "view-only" access to your notes and files in real-time? If not, detail your process for ensuring DORM is notified as a claim progresses.
b.Describe how claims escalations are handled internally (discovery of significant increase in damages, public/media attention, legal escalation etc…) and how and when this would be communicated to DORM.
c.Describe your system to track and manage all communications for a claim (phone calls, emails, texts), ensuring prompt and professional response to both internal (DORM) and external (insureds and claimants) entities.

4. Provide documentation of your company’s claims handling – minimum of 2 past claims (1 property and 1 liability)
