About this opportunity

The Town of Prescott Valley, Arizona, is issuing a Request for Proposals (RFP) to procure professional venue management and operations services for a 63,682 square-foot Indoor Activity Center located at the Fairgrounds. The selected licensee/operator will be responsible for daily operations, programming, maintenance, staffing, and financial management of this multi-use facility designed to serve youth and adult populations year-round. Key deliverables and responsibilities include developing and implementing an operations plan with proposed hours of operation, a comprehensive business plan with financial projections and pricing structures, a marketing plan, and a capital improvement plan. Required qualifications mandate that proposers maintain active registration with the Arizona Corporation Commission and possess an Employer Identification Number. Evaluation will be weighted across six categories: Operations Plan (20 points), Business Plan (20 points), Marketing Plan (15 points), Experience (15 points), License Payment Offer (15 points), and Capital Improvement Plan (15 points). Critical deadlines include a non-mandatory pre-proposal meeting on March 2, 2026, at 1:30 PM; a question submission period closing on March 16, 2026, at 5:00 PM MST; and proposal submissions due by March 23, 2026, at 3:30 PM MST through the Bonfire portal. The anticipated contract award date is April 9, 2026, with Town Council approval scheduled for April 23, 2026.

The RFP does not specify set-aside designations or restrictions on disadvantaged enterprises. The facility currently operates under existing five-year license agreements with a dance studio occupying approximately 4,200 square feet in the northeast corner and a BMX operator on the south side, which the selected operator must honor. The 2001-constructed facility is offered in "as-is" condition but includes configurable activity floors, restrooms, and parking areas. The licensee will assume responsibility for all operational costs including staffing, utilities (billed monthly by the Town), janitorial services, and minor repairs under $5,000, while the Town retains responsibility for major repairs exceeding $5,000, pest control, and structural facility code compliance. The initial agreement term is five years with a five-year renewal option, though alternate terms may be negotiated if capital investments require longer cost recovery periods. Proposed capital improvements may be eligible for license fee credits following pre-application meetings and formal Town Manager approval. Commercial general liability insurance with minimum coverage of $2,000,000 general aggregate and $1,000,000 per occurrence is required, with the Town named as additional insured.
