About this opportunity

The Nevada Department of Motor Vehicles, through the Nevada State Purchasing Division, is requesting proposals for Independent Verification and Validation (IV&V) assessment services for its Digital Transformation Effort (DTE), with proposals due September 29, 2026 at 2:00 p.m. PST and questions due September 8, 2026. Pricing is not a scoring factor; the State intends to award one contract based on technical merit, presentation capability (if required), and financial stability (pass/fail).

Vendors must certify organizational independence from all identified DMV implementation partners—Amazon Web Services, Box, Image Access Corporation, Mission Critical Partners, MuleSoft, NTT Data, Salesforce, and Slalom—and confirm they will not provide concurrent implementation or remediation services. This independence requirement is a mandatory filter.

The engagement is a one-time full assessment evaluating governance, business process alignment, architecture and design, integration and data management, mainframe modernization, security and privacy compliance, software development lifecycle practices, testing and quality assurance, and operational readiness across Salesforce, AWS, MuleSoft, Box Commercial Cloud, and mainframe lift-and-refactor activities. Vendors must address 65 mandatory requirements organized across nine assessment domains and demonstrate established methodologies for artifact sampling, evidence-based findings, design reviews, configuration management validation, and cutover simulation assessment. The assessment must evaluate compliance with CJIS, state privacy laws, ADA/WCAG accessibility standards, Nevada public records retention, and emerging considerations including AI governance and DevSecOps implementation.

Deliverables include an Assessment Management Plan, Initial Assessment Report, Status Briefings, Domain Assessment Reports, Readiness Assessment Reports, Executive Briefing, and Final IV&V Assessment Report. The contract term is initially four months, anticipated to commence February 9, 2027 (pending Board of Examiners approval), with options to renew for two additional one-year extensions. Vendor presentations are estimated for November 3–4, 2026, with Notice of Intent estimated November 4, 2026 and Notice of Award estimated January 12, 2027.

Mandatory compliance requirements include Nevada business license registration, sam.gov entity registration, no boycott of Israel agreement, Nevada law compliance, data encryption and stateside data storage, and conflict-of-interest disclosure. Vendors must submit a completed Attachment B Requirements Response Matrix, Attachment C Vendor Response Workbook, reference questionnaires from at least three clients, and confidential business information including Dun and Bradstreet numbers and financial statements for the past two years. All response terms and pricing shall remain in effect for a minimum of 180 days after the due date.

The contractor must procure comprehensive insurance including Commercial General Liability ($2 million aggregate), Technology E&O/Professional Liability ($1 million each claim / $2 million annual aggregate), Network Security and Privacy Liability ($1 million per occurrence / $2 million annual aggregate), and Fidelity Bond or Crime Insurance ($1 million policy limit). All insurers must carry an A.M. Best rating of not less than A-VII, and the State of Nevada must be named as additional insured.
