About this file

This is a Vendor Response Workbook (Attachment C) for an Independent Verification and Validation (IV&V) procurement by the Nevada Department of Motor Vehicles (DMV) to assess the agency's Digital Transformation Effort (DTE). The workbook provides a standardized format for vendors to submit supplemental proposal information supporting a one-time, full IV&V assessment of the DMV's digital transformation initiative. Vendors are required to complete all applicable worksheets in Attachment C and submit the separate Attachment B—Requirements Response Matrix, which addresses 65 specific requirements (REQ-01 through REQ-65). The assessment encompasses nine domains: Governance & IV&V Framework, Business Process & User Alignment, Architecture & Design, Integration & Data Management, Mainframe & Legacy Modernization, Security/Privacy & Compliance, SDLC & Configuration Management, Testing & Quality Assurance, and Operations & Operational Readiness.

The workbook requires vendors to provide vendor information (prime contractor, contacts, and subcontractors), a proposal crosswalk identifying where required components are addressed, a deliverables crosswalk mapping seven major deliverables to proposal sections, key personnel information with relevant IV&V experience and certifications, and identification of any proposal-level assumptions or exceptions that could affect the assessment. Vendors must not modify, delete, or reorder DMV-provided worksheets or response fields. The deliverables include an Assessment Management Plan, Initial Assessment Report, Status Briefings, Executive Briefing, Domain Assessment Reports, Readiness Assessment Reports, and a Final IV&V Assessment Report. The RFP implementation partners identified include Slalom, Mission Critical Partners (MCP), NTT Data, and Image Access, with the DMV's enterprise content management platform supported through Box and Intelligent Document Processing (IDP) technologies.
