About this file
Summary
This is an Attachment B Requirements Response Matrix for Independent Verification and Validation (IV&V) services being procured by the Nevada Department of Motor Vehicles (DMV) for its Digital Transformation Effort (DTE). The document establishes 65 mandatory requirements that vendors must address in their proposals, organized across nine assessment domains: Governance & IV&V Framework, Business Process & User Alignment, Architecture & Design, Integration & Data Management, Mainframe & Legacy Modernization, Security/Privacy & Compliance, SDLC & Configuration Management, Testing & Quality Assurance, and Operations & Operational Readiness. The IV&V engagement represents a one-time, full assessment of the DMV's modernization initiative, which encompasses multiple technology platforms including Salesforce, Amazon Web Services (AWS), MuleSoft, Box Commercial Cloud, and mainframe lift-and-refactor activities. Vendors must certify organizational independence from identified implementation partners including Amazon Web Services, Box, Image Access Corporation, Mission Critical Partners, MuleSoft, NTT Data, Salesforce, and Slalom, and confirm they will not provide implementation or remediation services concurrent with the IV&V assessment.
The requirements response matrix mandates that vendors provide detailed compliance assessments, assessment methodologies, proposal section references, supporting evidence, and documentation of any assumptions or exceptions for each of the 65 requirements. Multiple requirements are classified as High priority, including governance independence certifications, risk reporting and severity classification frameworks, architectural assessments across all platforms, security and compliance validation, requirements traceability, testing coverage analysis, operational readiness evaluation, and production deployment readiness. Vendors must demonstrate established methodologies for artifact sampling, evidence-based findings, design reviews, configuration management validation, and cutover simulation assessment, while maintaining strict boundaries between independent assessment activities and any implementation or remediation functions. The assessment must evaluate compliance with federal regulations such as CJIS, state privacy laws, ADA/WCAG accessibility standards, and Nevada public records retention requirements, as well as assess emerging considerations including AI governance, digital experience strategy alignment, DevSecOps implementation, and organizational change management effectiveness.
