About this opportunity

The Wisconsin Department of Workforce Development (DWD) is seeking Community Vocational Rehabilitation Partners and Education Partners for five existing Project SEARCH sites across Wisconsin, located in Racine, Wauwatosa, Waukesha, and West Bend. The procurement involves selecting partners to support an employment training model for transition-age high school students and young adults with disabilities, focusing on nine-month to one-year internship programs that combine classroom instruction with worksite rotations. Applicants must demonstrate a Statewide Service Agreement with the Division of Vocational Rehabilitation (DVR) that includes job placement, job analysis, systematic instruction, and supported employment services. The evaluation criteria include a comprehensive scoring rubric assessing educational partnerships (10 points), capacity and commitment during COVID-19 (30 points), personnel qualifications (20 points), and letters of support (20 points), with a minimum score of 50 required for consideration. The original Request for Application (RFA) was posted on July 8, 2020, with proposals due by July 23, 2020, at 4:00 PM CST, and award notifications estimated for July 29, 2020, with a Memorandum of Agreement effective date of August 3, 2020.

The procurement does not specify specific set-aside designations or restrictions on responding organizations. Community Rehabilitation Partners for student-based sites must secure educational partners from school districts or career technical schools, while adult-only sites must hire instructors. Instead of direct cash awards, selected applicants will receive pre-paid training and technical assistance valued at up to $15,000 per site, including attendance at the National Conference. Funding for planning, implementation, and operations will be arranged through partnerships typically involving schools, businesses, DVR, long-term service providers, and families. The Memorandum of Agreement runs for two years through June 30, 2022, with no extensions, and the training and technical assistance period extends from September 1, 2020, through June 30, 2021, with potential for annual continuation contingent on funding availability. All Project SEARCH sites must maintain model fidelity standards and participate in licensing through Cincinnati Children's Hospital Medical Center, with no annual fees required for initial licensing and technical assistance.
