About this opportunity
The City of St. George, Utah, located in Washington County, is soliciting bids for the Industrial 2 MG Tank Project, a critical water infrastructure replacement initiative. The procurement seeks a contractor to remove an existing hybrid tank and construct a new 2 million-gallon reinforced concrete water storage tank at 1050 North Cottonwood Road. The project requires comprehensive services including excavation, tank construction, piping installations, valve and fitting implementations, and associated infrastructure work. Bidders must submit proposals via sgcity-utah.bonfirehub.com by October 7, 2025, at 2:00 PM, with a mandatory pre-bid meeting scheduled for October 1, 2025, at 10:00 AM onsite. Qualification requirements include possessing the appropriate contractor's license, demonstrating relevant project experience, and compliance with federal, state, and local regulations. The city will evaluate bids based on the lowest responsible bidder, reserving the right to add or remove bid items at its discretion. Each bid must be accompanied by a 5% bid bond, and the successful contractor will be required to provide 100% performance and payment bonds.
The procurement does not specify explicit set-aside designations or restrictions for disadvantaged enterprises. Contractors must complete a Vendor Information Form and certify legal work status, including using E-Verify to confirm employee eligibility. The project timeline allows 365 calendar days from the Notice to Proceed, with liquidated damages of $550 per calendar day for delays and an additional $250 per day for unresolved deficiencies. While specific budget details are not explicitly stated, the comprehensive nature of the project—involving extensive earthwork, tank construction on basalt bedrock, utility connections, and specialized infrastructure—suggests a substantial municipal investment. The project requires careful geological and engineering considerations, including potential rock hammering or blasting during excavation, and maintains strict requirements for maintaining water service continuity during construction, with limitations on water outage duration for affected residents.
