About this file

This document is a technical specification file for the St. George Industrial 2 MG Tank Replacement project, prepared by Alpha Engineering for the City of St. George, Utah. The project involves removing the existing 2 million gallon water storage tank and constructing a new reinforced concrete tank at the same location, with a 140-foot inside diameter and approximately 19 feet in height. The tank will be built on a site with basalt bedrock, requiring extensive excavation and preparation. The contractor will be responsible for maintaining water service during construction, notifying affected homeowners 48 hours in advance, and ensuring no single homeowner experiences water outage for more than two consecutive days or more than 8 hours at a time.

The project is competitively bid, with a contract time of 365 calendar days from the Notice to Proceed and liquidated damages of $550 per calendar day for delays. Bidders are required to submit a 5% bid bond, and a 100% performance and labor materials bond will be required. The total project involves multiple bid items including mobilization, removals, earthwork, tank construction, piping installation, valves, fittings, and associated infrastructure. The geotechnical investigation reveals complex site conditions involving basalt bedrock, with potential requirements for rock hammering or blasting during excavation. The project will be funded by the City of St. George and requires careful geological and engineering considerations to ensure proper tank construction and site preparation.

TECHNICAL SPECIFICATIONS

General Requirements 101-1

SECTION 101

GENERAL REQUIREMENTS

1.1 SUMMARY OF THE WORK. The St. George Industrial 2 MG Tank Replacement project involves the removal of the existing 2 MG water storage tank at the St. George Industrial site, construction of a new tank at the same location, and filling in the old tank area to grade once the new tank is completed. The project scope includes demolition of the old tank structure, site preparation, installation of the new water tank, and final site restoration.

The Contractor is responsible to maintain water service during the progression of the work. The Contractor is also responsible to notify homeowners that will be affected by construction 48 hours in advance of construction activities. No single homeowner shall have the water out of service for more than two consecutive days and for no more than 8 hours at a time. All water services shall function between the hours of 6:00 p.m. and 8:00 a.m.

The contractor shall coordinate any road closures and construction activities so as not to interfere with access to individual homes. The contractor shall insure that driveways or property access are returned to service at the end of each working day as determined by St. George City. This shall include temporary road base, grading, or use of trench plating at crossing locations as required by St. George City.

The contractor shall insure that all trenches are restored to finish grade daily. Any trenches not restored to finish grade by the end of work shift shall be plated and barricaded according to the current MUTCD standards. Re-pavement of streets shall be in a timely manner.

If there is a conflict between the requirements of this section and requirements of other sections of these specifications, the General Requirements shall govern.

1.2 CONTRACT TIME. The project timing is extremely critical. The Contractor will be required to complete the St. George Industrial 2 MG Tank Replacement project within 365 calendar days from the Notice to Proceed.

In the event the Contractor does not meet the above time schedule, liquidated damages of $550.00 per calendar day for each calendar day required to complete the project until the project is certified complete by the Engineer for either bid schedule. Liquidated damages will be assessed in accordance with the General Conditions.

1.3 SITE EXAMINATION. The Bidder should examine the site before submitting his proposal and inform himself regarding existing facilities and conditions affecting the proposed work.

Failure to make such inspection shall in no way relieve the Contractor of any of the obligations or conditions of the specifications and special provisions to serve in any way as a basis of

101-2 extra renumeration to the Contractor for conditions arising from the unfamiliarity with the site or conditions affecting the work.

1.4 CONSTRUCTION STAKING. The Engineer will provide all control necessary to establish both line and grade for construction of the project. Re-staking required by the Engineer as a result of the Contractor’s carelessness or failure to protect survey marks and stakes shall be accomplished at the expense of the General Contractor.

Construction staking will be provided by the Engineer and will include stakes for line and grade for the new waterline and pipeline connection points, valves and hydrants. Line and grade for sewer line and manholes, rough grade, slope staking, and finish grade staking for the access road(s), and rough grade, slope staking and finish grade for the tank sites.

Application for construction staking in writing must be made by the General Contractor at least 48 hours prior to the time that the stakes are needed. Construction Staking Request Forms are available from the offices of Alpha Engineering.

1.5 INTERFERING STRUCTURES AND UTILITIES RESPONSIBILITY

1.5.1 The Contractor shall exercise all possible caution to prevent damage to existing structures and utilities, whether above ground or underground. An attempt has been made to show these structures and utilities on the plans. While the information has been compiled from the best available sources, its completeness and accuracy cannot be guaranteed, and it is presented simply as a guide to possible difficulties. The Contractor shall notify all utility offices concerned at least 48 hours in advance of construction operations in which a utility agency's facilities may be involved. This shall include, but not be limited to irrigation, water, sewer, telephone, cable television, gas, fiber optic, and electric lines. The Contractor shall be responsible for any and all changes to, relocation of or reconnections to public utility facilities encountered or interrupted during prosecution of the work, and all costs relating thereto shall be at the Contractor's expense. The Contractor shall contract with and pay public utility agencies for work required in connection with all utility interferences and handle all necessary notifications, scheduling, coordination and details. The cost of public utility interferences and/or changes shall be included in the Contractor's lump sum or unit price bid covering the major contract facility to which interference or changes are attributable.

1.5.2 It shall be the responsibility of the Contractor to locate and expose all existing underground structures and utilities in such a manner as to prevent damage to same.

Any structure or utilities damaged by the work shall be repaired or replaced in a condition equal to or better than the condition prior to the damage. Such repair or replacement shall be accomplished at the Contractor's expense without additional compensation from the Owner. All lines shall be uncovered a minimum of 500 feet ahead of pipe laying operations.

101-3

1.5.3 The Contractor shall remove and replace such small, miscellaneous structures as fences and culverts at his own expense without additional compensation from the Owner. The Contractor shall replace these structures in a condition as good as or better than their original conditions.

1.5.4 At points where the Contractor's operations are adjacent to or across properties of railway, telegraph, telephone, irrigation or canal, power, gas, water, or adjacent to other property (damage to which might result in considerable expense, loss, and inconvenience), no work shall be started until all arrangements necessary for the protection thereof have been made by the Contractor.

1.5.5 The Contractor shall be solely and directly responsible to the owners and operators of such properties for any damage, injury, expense, loss, inconvenience, delay, suits, actions, or claims of any character brought because of an injury or damage which may result from the carrying out of the work to be done under the contract.

1.5.6 In the event of interruption to either domestic or irrigation water, or to other utility services, as a result of accidental breakage or in the completion of the contract by the Contractor, the Contractor shall promptly notify the proper authority. The Contractor shall cooperate with the said authority in restoration of service as soon as possible and shall bear all cost of repair and resulting civil liability. In no case shall interruption of any water or utility service be allowed to exist outside working hours unless prior approval is received from the Engineer.

1.5.7 The locations of the major existing pipelines, as shown on the plans, were taken from records, and preliminary investigations have indicated they are generally reliable.

However, it should be expected that some location discrepancies will occur. Neither the Owner nor their officers or agents shall be responsible for damages, expenses, or delays to the Contractor as a result of the locations of the utilities being other than those shown on the plans or for the existence of utilities not shown on the plans.

1.6 CONSTRUCTION SEQUENCE. It is the intention of these contract documents that the progress of the work shall proceed in a systematic and expeditious manner so the minimum of inconvenience will result to the public in the course of construction. The Contractor, therefore, shall submit, prior to any construction activity, a proposed schedule of work which is acceptable to the Owner and the Engineer and shall, during the course of construction, strictly adhere to the schedule. The construction schedule shall be designed such that each phase of the construction process can immediately follow the preceding phase in an efficient and orderly manner.

1.7 LAND MONUMENTS. The Contractor shall preserve existing City, County, State, and Federal land monuments wherever possible. When these monuments cannot be preserved, the Contractor shall notify the Engineer at least two weeks in advance of the proposed

101-4 construction in order that the Engineer will have ample opportunity to reference these monuments for later replacement. The Contractor shall be responsible for all monument replacement to an existing or better than condition as determined by the Engineer.

1.8 SAFETY AND HEALTH. The Contractor shall comply with, and is responsible for enforcement of safety and health regulations for construction, promulgated by the Secretary of Labor under Section 107 of the Contract Hours and Safety Standards Act, as set forth in Title 29, C.F.R.

Copies of these regulations may be obtained from the Labor Building, 14th and Constitution Avenue NW, Washington, DC 20013.

The Contractor shall also comply with the provisions of the Federal Occupational Safety and Health Act as amended.

1.9 PUBLIC SAFETY AND CONVENIENCE

1.9.1 The Contractor shall comply with rules and regulations of City, County, and State authorities regarding the closing of public streets. No street shall be closed by the Contractor to the public except by express permission of the Engineer. Sites from which the public is excluded shall be marked and guarded by such Contractor in a manner appropriate for the hazard.

1.9.2 All obstructions within the traveled roadways shall be protected by approved visual warning devices such as signs, barricades, and lights where necessary or as ordered by the Engineer for the safety and convenience of the traveling public. Such devices shall conform to the requirements of the Occupational Safety and Health Administration. The Contractor shall be responsible for the safety and convenience of the public on that right-of-way wherein the Contractor shall place pipeline or pipeline accessories according to the contract agreement. Failure of the Owner or the Engineer to notify the Contractor of deficiencies in providing for the public safety and convenience shall not relieve the Contractor from his responsibility. The Contractor shall use every reasonable precaution to safeguard the persons and property of the traveling public. All obstructions shall be protected with lighted barricades which shall operate from sunset to sunrise.

1.9.3 The Contractor shall be required to confine construction operations within the dedicated rights-of-way for public thoroughfares, or within areas for which construction easements have been obtained, unless he has made special arrangements with the affected property owners in advance. The Contractor shall be required to protect stored materials, cultivated trees and crops, and other items located adjacent to the proposed construction site. Property owners affected by the construction shall be notified by the Contractor at least 48 hours in advance of the time the construction begins. During all construction operations, the Contractor shall construct and maintain such facilities as may be required to provide access by all property owners to their property. No person

101-5 shall be cut off from access to his residence or place of business for a period exceeding 8 hours, unless the Contractor makes special arrangements with the affected persons.

1.9.4 Any damage to private property, either inside or outside the limits of the easements provided by the Owner, shall be the responsibility of the Contractor. Before final payment will be authorized by the Engineer at completion of the construction, the Contractor shall obtain from the permit or easement grantors, a release indicating the work of restoration has been satisfactorily completed in accordance with the terms of the permit or easement. Should it be found impossible for the Contractor to obtain any of the required releases, either because of the absence of the grantors or because of impractical demands by the grantors, the Engineer may waive this requirement if, in his opinion, the Contractor has fulfilled his obligations.

1.9.5 The Contractor shall conduct his work in a fashion that will minimize inconvenience to residents of the area. The Contractor shall observe all local noise ordinances and working hour ordinances. The Contractor shall control air-borne debris that originates in the construction right-of-way. Air-borne fine particles, dust, sand, smoke, trash, and debris shall be controlled on a regular basis, as approved by the Engineer, by the use of a dust settling spray. The Contractor is also responsible for the disposal of paper trash and other debris.

1.10 QUANTITIES AND PAYMENT. The amount of work to be done, and materials or services to be furnished under the Contract as noted in the proposal, are estimates and are not to be taken as an expressed or implied statement that the actual amount of work or materials will correspond to the estimate. In the event the total amount of the lowest acceptable bid exceeds the amount of funds available for the project, the scope of work will be modified as determined by the Owner and Engineer.

The right is reserved to increase or decrease or to entirely eliminate certain items from the work or materials if found desirable or expedient, and the Contractor is cautioned against unbalancing his bid by prorating his overhead into one or two items only when there are a number of items on the proposal. The overhead and indirect charges should be prorated on all items in the proposal.

The Contractor will be allowed no claims for anticipated profits, loss of profits, or for damages because of any difference between the estimated and the actual amount of work done, or materials furnished or used in the completed project.

Other items of work defined in the specifications, but not listed in the Bid Schedules, shall be considered incidental to one or more of the items listed in the Bid Schedules and shall be paid for under the bid item listed to which it is related, as determined by the Engineer.

1.11 RESTORATION OF CONSTRUCTION SITE. Throughout the period of construction, the Contractor shall keep the work site free and clean of all rubbish and debris and shall promptly remove from any portion of the site or from property adjacent to the site of the work all

101-6 unused materials, surplus earth and debris, excepting select material which may be required for refilling or grading.

Upon completion of the work and prior to final acceptance of the project, the Contractor shall remove from the vicinity of the completed work, all surplus materials and equipment belonging to him or used under his direction during construction. Cleanup and restoration around the booster pump station, sand trap/water tank and associated waterlines shall be completed and in accordance with the time schedule in these specifications. Along the entire project location, the Contractor shall do the following special cleaning for all trades at completion of the work: dress up earthwork areas around pipelines, structures, and other facilities; fine grade rough areas to final grade; remove boulders and unsightly areas; feather cut and fill into existing terrain; other cleanup work as requested by the Engineer .

1.12 TAXES. The Contractor will pay all sales, consumer, use and other similar taxes required by the law of the place where the work is performed.
