About this opportunity

The City of South Jordan, Utah, located in Salt Lake County, has issued an Invitation for Bid (IFB #2026-013) for asphalt overlay services in the McMullin Subdivision. The procurement seeks qualified contractors to perform a 1-1/2" edge mill and 2" asphalt overlay using PG 58-28 (3/8" APWA SuperPave) material across approximately 11,795 square feet of existing pavement, along with ancillary work including lowering and raising sewer, storm, water, and irrigation manhole lids and valve structures to grade, site preparation with low-density polyethylene and stormwater pollution prevention plan implementation, materials testing, application of 50 linear feet of double yellow solid line pavement markings, mobilization, and traffic control. All work must be substantially complete within 45 days of the Notice to Proceed, anticipated to be issued on approximately April 20, 2026. Contractors must demonstrate a minimum of three years' experience in mill and overlay operations and provide documentation of three previous projects of similar scope and scale. Bidders are required to obtain Commercial General Liability insurance with minimum coverage of $1,000,000 per occurrence and $2,000,000 aggregate, naming the City as additional insured. Bids must be submitted electronically through the BONFIRE platform (https://utah.bonfirehub.com/) by the deadline specified in that system, with all questions directed through BONFIRE's Question and Answer function; the bid schedule requires lump-sum pricing for mobilization, traffic control, site preparation, materials testing, and milling, along with unit pricing for asphalt overlay (per square foot) and pavement markings (per linear foot). Bids remain valid for 90 days after opening, and the City reserves the right to reject any or all bids and award to the lowest responsive and responsible bidder.

No set-asides for disadvantaged enterprises, women-owned businesses, minority-owned businesses, or other restricted categories are identified in this procurement. The City does not provide bidders lists or planholders lists, and no incumbent vendors or current contractors are identified in the available documentation. No pre-bid conference or mandatory site visit is required, though contractors are encouraged to review the detailed site plan drawing and construction documents available through BONFIRE. No specific award value or budget range is disclosed in the bid documents; pricing will be determined through the competitive bidding process based on contractors' submitted proposals. The City reserves the right to negotiate contract terms with the successful bidder and may disqualify bids that fail to comply with submission requirements or are not submitted through the BONFIRE platform.
