The City of South Jordan, Utah is requesting bids for holiday lighting installation and removal services under IFB #2026-022, with bids due August 3, 2026. Bidders must demonstrate a minimum of three years of experience in holiday light installation to be eligible.

The scope involves installing approximately 3,000 strands of standard soft-white LED holiday lights, each 24 feet in length, on approximately seventy trees in the Towne Center area near City Hall. Installation must be completed and fully operational by November 20, 2026. Removal must commence the first week of January 2027 and be completed no later than February 5, 2027. The City provides the light strands; the contractor furnishes all labor, equipment, equipment rental costs, and associated services. A City staff member will be present during the first tree installation to ensure compliance with City standards and safety requirements. The contractor is prohibited from breaking or removing more than 10 percent of fine branches (less than 1 inch in diameter) per tree, and no branches greater than 1 inch in diameter may be broken or removed. The City's Urban Forest will assess branch structure condition before, during, and after installation.

Bidding is per 24-foot strand pricing, with all costs bundled in the per-strand rate. The City intends to award to the lowest responsive and responsible contractor meeting specifications, limiting the award to a single contractor, though it reserves the right to make multiple or partial awards if in its best interest. The contract covers the duration necessary to complete services, with potential renewal for up to four additional years based on contractor performance.

Required bid documentation includes current business licenses, a Workers Compensation Certificate, and General Liability Insurance with minimum limits of $2 million per occurrence and $3 million in the aggregate, with the City listed as an additional insured. All bids remain valid for 90 days following bid opening. All submissions and questions must be made through Bonfire, the State of Utah's procurement platform, at https://utah.bonfirehub.com/.
