About this opportunity
The City of St. George is issuing an Invitation for Bid (IFB) for the complete installation of a new energy-efficient LED sports lighting system for seven softball fields at the Canyons Softball Complex located at 1890 W 2000 N, St. George, Utah. The project scope includes demolition of existing lighting infrastructure, installation of new LED fixtures on poles designated A1-A8, B1-B8, and C1-C14, implementation of a wireless control system, and all associated electrical work to achieve specified performance metrics. Deliverables must meet ANSI/IES RP-6 standards with average illumination levels of 30 footcandles for infield areas and 20 footcandles for outfield areas, color temperature of 5700K, and minimum Color Rendering Index of 75. All LED luminaires must be UL certified for wet locations, NEMA 4X certified, and IP65 certified with dual power supplies and flicker-free operation. Bidders must demonstrate a minimum of five years' experience in comparable sports lighting installations with dedicated in-house engineering, sales, and support personnel, and must submit industry certifications, photometric calculations, and three references from similar projects completed within the last five years. The project requires reuse of existing 70-foot poles for infield areas and 60-foot poles for outfield areas, with all structural modifications subject to 2021 IBC Building Code standards for 105 MPH wind speed. A non-mandatory pre-bid meeting is scheduled for February 2, 2026 at 12:00 PM MST via virtual video call, with questions due by February 10, 2026. Sealed bids are due February 12, 2026 at 2:00 PM MST via sgcity-utah.bonfirehub.com, with construction commencing no later than March 30, 2026 and completion by May 31, 2026. Evaluation will award the contract to the lowest responsible bidder as determined by the City using criteria contained in City ordinances, with liquidated damages assessed at $250 per calendar day for delays in completion or failure to remedy deficiencies within ten days of notification.
No specific set-aside designations for disadvantaged enterprises, minority-owned businesses, women-owned businesses, or other socioeconomic categories are identified in the procurement documents. Bidders must possess the proper contractor's license for this project type and must demonstrate that they and their subcontractors meet or exceed specified requirements for related project experience and insurance. The successful bidder must execute a Purchase and Installation Agreement and obtain performance and payment bonds each equal to 100 percent of the contract price with an approved corporate surety, submit a bid bond equal to five percent of the total bid amount, and provide a Certificate of Insurance designating the City as an additional insured with minimum coverage of $1,000,000 per occurrence and $3,000,000 aggregate for commercial general liability, workers' compensation insurance, and property damage coverage of at least $300,000. The project must integrate with existing electrical infrastructure documented in the 1997 Canyons Softball Complex electrical plans, and the selected contractor must reuse existing poles while upgrading the lighting system to current energy-efficiency standards. The manufacturer shall provide a ten-year warranty covering the entire system with guaranteed light levels and all preventative and spot maintenance during the warranty period, with an alternate bid option available for a 25-year warranty. No specific budget range or award value is disclosed in the procurement documents; however, all work must be completed within the specified timeline of March 30 to May 31, 2026.
