The scope covers mowing, trimming, litter removal, and debris disposal on a seven-day cycle at seven fire stations throughout Portsmouth. The regular mowing season runs March 1 through October 31 annually (30 weeks). Total grass maintenance area spans 4.29 acres across the seven stations. Bidders must submit pricing per site with a grand total price; cubic yard pricing is non-responsive. The City reserves the right to add or delete sites by mutual agreement and may adjust seasonal mowing requirements.
The contract is indefinite delivery/indefinite quantity with an initial two-year term plus three optional one-year renewals (potential five-year total). Price escalation adjustments are permitted only at renewal periods and require 90 days advance notice with CPI-U documentation. The contractor must carry comprehensive general liability insurance of $1 million per occurrence / $2 million aggregate and $1 million automobile liability coverage, naming the City as additional insured. All equipment, materials, labor, and debris disposal are the contractor's responsibility. Work is performed all days except Sundays and observed city holidays unless emergency conditions exist.
Award will be made to the lowest responsive and responsible bidder meeting all requirements. The question deadline is July 28, 2026 at 4:00 PM EST directed to Contract Specialist III Susan Kenney-Lambert at lamberts@portsmouthva.gov with copy to City_purchasing@portsmouthva.gov.
