About this opportunity

The Illinois Department of Corrections (IDOC) is soliciting bids for a statewide pallet contract to replace wooden pallets across all of its correctional facilities with 100% recyclable plastic and aluminum pallets that meet food grade standards. The contract has an initial term of 5 years, with a maximum total term of 10 years. Vendors may bid on all line items or individual line items, which include different pallet sizes, materials, and specifications. Bids must be submitted electronically through the BidBuy procurement system by June 13, 2024. The contract will have an economic price adjustment clause allowing for annual price increases up to 3% or the percentage change in the Consumer Price Index, whichever is lower. Pricing will be evaluated and the contract awarded to the lowest responsive and responsible bidder per line item.

There are no small business, minority, or veteran-owned business participation goals for this solicitation. The contract was previously awarded to two vendors - Morgan Ingland for Line Items 1-4 ($5,960,000.00) and Ashamu Enterprise LLC for Line Items 5-8 ($18,741,600.00) - for a total award amount of $24,701,600.00. Funding for the contract is contingent on state appropriations. Interested vendors must complete and submit various disclosure forms, including an IPG Active Registered Vendor Disclosure and a Vendor Disclosure form, along with their bids.
