About this file

This document contains vendor questions and agency responses related to Bid 43366 for the Illinois Department of Corrections (IDOC) Statewide Pallets procurement. The IDOC is seeking to phase out wooden pallets in favor of 100% recyclable plastic and aluminum pallets at all correctional facilities. The solicitation requests virgin high-density polyethylene (HDPE) pallets with approximate dimensions of 6.25" to 6.3" in height, open deck design. Vendors inquired about accommodating 6" or 6.5" height pallets, which the agency confirmed would be acceptable. Additionally, the agency clarified that "open deck" refers to any non-solid surface deck pattern. A vendor requested the bidding process be set aside for small businesses, but the agency stated the assigned NIGP code does not qualify for the small business set-aside program.

The contract opportunity ID is 6658faae08892a43bb059cc8, and responses must be submitted electronically per CPO Notice 2023.12. The state of Illinois is the jurisdiction for this solicitation.

ILLINIOS DEPARTMENT OF CORRECTIONS

Vendor Questions and Agency Responses

IDOC - Statewide Pallets

24-426DOC-CENTO-B-43366

Vendor Question: In the “Brief Description” section it states, "The Illinois Department of Corrections is enhancing its storage methods by phasing out wooden pallets in favor of 100% recyclable plastics and aluminum at all correctional facilities as necessary." If you review the pallet description it states, "Virgin High-Density Polyethylene (HDPE)."

Can you provide clarification on whether you would prefer recycled plastic material or virgin plastics?

Agency Response: The Illinois Department of Corrections has specified a preference for Virgin High- Density Polyethylene (HDPE). The Invitation for Bid (IFB) has been updated to reflect this clarification.

Vendor Question: The dimensions called for are 6.25”-6.3” heights, but we are only able to generate a height of 6” or 6.5”.

Agency Response: The stated dimensions are listed as approximate and fall within the market size variables.

Vendor Question: Are you able to accommodate a 6" pr 6.5" pallet?

Agency Response: Yes

Vendor Question: Are the dimensions given needed for an existing pallet rack system?

Agency Response: The numbers encompass various existing systems at each facility. There is no universal system currently established for statewide storage.

Vendor Question: The pallet specifications call for a “Pallet Deck Type: Open Deck”. Are referring to a mesh style deck?

Agency Response: It is referencing any deck pattern that is not 100% solid surface. Terminology and descriptions vary by manufacturer.

Vendor Question: Good morning. We respectfully request that the bidding process for this project be set aside for small businesses. Despite the large quantity required, the state's minimum purchase amount of $400 results in a possibly relatively low cash flow for the project. Importantly, in the event of larger orders, big companies often extend credit to distributors like us, ensuring that small businesses can handle significant demands without financial strain. Additionally, as a small distributor, we can earn a modest profit by handling the logistics of the project. This set-aside would not only support the growth of small businesses but also ensure that they have fair opportunities to contribute to and benefit from state projects.

Agency Response: The NIGP Code, 560-54, assigned to this procurement is not a designated NIGP for the Small Business Set-Aside Program. The Agency can not arbitrarily make change the include codes.
