About this opportunity

The Illinois Department of Corrections is procuring a one-year comprehensive service and maintenance agreement for six LineV Clearpass Full Body Scanning Systems deployed across six correctional facilities (Lawrence, Logan, Menard, Pinckneyville, Pontiac, and Stateville Correctional Centers). The scope of services includes on-site corrective and preventative maintenance, repair services, technical support, software and firmware updates, original equipment manufacturer parts replacement, and annual radiological compliance testing and certification. The contractor must respond to routine repair requests within 48 hours and emergency service requests within 24 hours, with regular scheduled work performed Monday through Friday from 8:00 AM to 4:00 PM CST. All services must be performed in the United States with labor, materials, tools, and equipment provided at no additional cost to the State on an F.O.B. destination basis. Required qualifications include passing security background checks and compliance with institutional security protocols, and the State will evaluate bids based on responsibility, responsiveness, and price, with award going to the lowest priced responsive and responsible bidder. The bid due date is February 11, 2026, with written questions required no later than five days prior to bid opening, and all bids must remain firm for 90 days from the opening date.

No specific set-asides or restrictions limiting eligible bidders are identified in this procurement; however, vendors claiming the Illinois Business Preference or Domestic Product Preference must submit appropriate supporting documentation with their bids. The contract contains no small business set-asides, minority-owned business preferences, women-owned business preferences, or other special preferences, though a $15 minority contractor initiative fee will be deducted from the first payment for any contract valued at $1,000 or more. All bids must be submitted electronically through BidBuy and include required vendor disclosure forms, an Offer to the State of Illinois, and Business Enterprise Program/Veterans Small Business Program Utilization Plans as applicable. The contract may be partially or wholly funded with federal funds, with the specific percentage disclosed upon notice of award, and prevailing wage requirements apply to certain service categories including security guard and site technician services. No incumbent vendor or current contractor is identified in the solicitation materials, and no specific contract award value or budget range is disclosed; pricing will be determined from vendor submissions in the BidBuy Purchase Order items tab with the maximum contract amount to be entered by the State prior to execution.
