About this opportunity
The Oregon Department of Transportation is requesting bids on pavement maintenance and traffic control work on Interstate 84 between Troutdale and Corbett under ITB #S-73000-00017026, with bids due June 11, 2026 at 2:00 p.m. and requests for clarification due June 1, 2026 at 5:00 p.m. No pre-bid conference is scheduled.
The scope encompasses grind and inlay asphalt paving at multiple locations spanning mileposts 17.7 to 19.4 in Multnomah County: approximately 1,500 feet eastbound at MP 17.7–18.0, 1,100 feet eastbound at MP 19.2–19.4, and 1,700 feet westbound at MP 18.8–18.5. Work includes cold plane removal of 2 inches of existing asphalt, placement of 2-inch Level 4 lime-treated asphalt concrete wearing course (715 tons), installation of temporary and permanent pavement markings, saw cutting and sealing of bridge joints, replacement of white recessed pavement markers, and provision of traffic control. All work must use PG 70-22 ER grade asphalt cement, achieve 92 percent minimum compaction, and meet pavement surface uniformity within one-eighth inch. Lane closures are restricted to nighttime hours (8:00 p.m. to 8:00 a.m. Sunday through Friday); no daytime work permitted without Project Manager approval. Substantial completion is required by September 30, 2026; final completion by October 15, 2026. Liquidated damages are $600 per calendar day for delay, $500 per 15-minute lane-closure interval, and $500 per 20-minute traffic-stop interval.
The project estimate for bonding purposes ranges from $250,000 to $500,000 and is anticipated to be funded with state funds, contingent on receipt of sufficient funding. Bidders must provide bid security equal to 10% of the bid amount and maintain commercial general liability insurance of $2 million per occurrence and $5 million annual aggregate (increased from $1 million/$2 million in the original ITB, per Addendum One issued May 28). Contractors must hold Oregon Construction Contractors Board licenses and comply with Bureau of Labor and Industries prevailing wage rates for Multnomah County (BOLI Region 2) as of April 5, 2026. Bids must be submitted electronically through OregonBuys with public opening via Microsoft Teams. ODOT will not withhold retainage on this contract except for 25 percent of earned amounts until certified wage statements are filed if required. All bids must acknowledge receipt of Addendum One by indicating its number on Form A-1 or risk rejection.
