About this file

This document is a Special Provisions specification issued by the Oregon Department of Transportation (ODOT) for the I-84 Maintenance Pave project in the Troutdale-Corbett corridor. The work consists of grinding and inlaying asphalt concrete pavement at multiple locations on Interstate 84 between mileposts 17.7 and 19.4, including eastbound segments at MP 17.7-18.0 (approximately 1,500 feet) and MP 19.2-19.4 (approximately 1,100 feet), and a westbound segment at MP 18.8-18.5 (approximately 1,700 feet). The project scope includes cold plane removal of existing asphalt at 2 inches depth, placement of 2-inch Level 4 lime-treated asphalt concrete pavement wearing course, saw cutting and sealing of bridge joints, installation of temporary and permanent pavement markings, provision of traffic control measures, and replacement of 4-inch white recessed pavement markers. All work must be completed by September 30, 2026. The contractor is responsible for locating stockpile and staging areas and must submit a traffic control plan, project schedule, and asphalt mix design at least seven days prior to the pre-construction meeting. Lane closures are restricted to nighttime hours (8:00 p.m. to 8:00 a.m. Sunday through Friday) with no work permitted between 8:00 a.m. and 8:00 p.m. Monday through Sunday or on holidays without Project Manager approval.

The specification requires compliance with the 2024 Oregon Standard Specifications for Construction and mandates the use of PG 70-22 ER grade asphalt cement and lime-treated aggregate or an approved liquid anti-stripping additive. The contractor must achieve a minimum compaction of 92 percent of maximum dry density and maintain pavement surface uniformity within one-eighth inch as verified by 12-foot straightedge testing. All labor, equipment, materials, and costs for traffic control, temporary and permanent pavement markings, erosion and sediment control, tack coat, and bridge joint sealing are considered incidental to the asphalt paving bid item with no separate payment. Invoices must include a certified statement and be submitted via email to the Project Manager, Jason P. McNeil, at ODOT District 2C with the contract number and service period listed. The contractor must notify the Project Manager at least 72 hours before lane closures and the ODOT Traffic Management Operations Center at the time of closure and reopening, and must comply with all applicable OSHA regulations, ANZI standards, and Manual of Uniform Traffic Control Devices requirements.

Special Provisions 8

00745.11(e) Liquid Anti-Stripping Additive - An asphalt cement liquid anti-stripping additive (LASA) may be used instead of lime treatment of Aggregate.

(1) General - For LASA to be considered for use, meet the following criteria:

• Be designated as an asphalt anti-strip additive, with test results posted on the Warm Mix Asphalt Technologies category on the AASHTO Product Evaluation and Audit Solutions (APEAS) website.

• APEAS test results indicate an increase of 10 percent or greater in TSR (AASHTO T 283) performed on durable Aggregate, not limestone.

• Be approved for use by another State DOT as an anti-stripping additive.

If a product meets these criteria, it may be used in the JMF development according to the ODOT Contractor Mix Design Guidelines for Asphalt Concrete. The standard addition rate of LASA for the JMF is the rate used in the APEAS testing. If no rate is published, the minimum rate will be 0.5% of the virgin binder. If the APEAS published rates are 0.5% of total binder or higher, the minimum rate may be reduced to 0.5% of the virgin binder.

Approval of the JMF is also dependent on Hamburg wheel-track testing results conducted at the ODOT Central Materials Laboratory. When tested according to AASHTO T 324 for 20,000 passes at a test temperature of 50 °C the minimum requirements are:

Rut depth (Level 4 wearing Course) .................................. 5mm max.

Rut depth (All others) ......................................................... 7mm max.

Stripping inflection point (All levels) ............................................ none

(2) Addition to Asphalt Cement - Blend the LASA at the asphalt terminal prior to delivery to the mixing plant. Use LASA compatible with the asphalt cement. Comply with all asphalt cement requirements for the blended product. Do not change the LASA addition rate without prior approval from the Engineer.

(3) Field Testing During Production - At the Agency’s discretion, production mixture may be tested at the Central Materials Laboratory. Failure to meet the criteria listed above may require a change in addition rate, a change of approved LASA, or lime-treatment of Aggregate to continue production.

00745.12(a) Mix Type - Replace this subsection, except for the subsection number and title, with the following: Use Level 4, ½” Lime Treated ACP Wearing Course.

00745.47(a)(2) Wearing Course - Replace this subsection, except for the subsection number and title, with the following:

Construct longitudinal joints six inches from permanent lane markings, or as shown or directed.

Special Provisions 9

00745.51 Opening Sections to Traffic - Schedule Work so that, during the same shift, the surfaces being paved are paved full width and length through the wearing Course before opening to traffic.

00745.80 Measurement - Add the following paragraph to the beginning of this subsection:

Replace the paragraph that begins "The quantities of ACP will be measured..." with the following paragraph:

The quantities of ACP will be measured on the weight basis. No separate measurement will be made for asphalt cement used in the mixture. No deduction will be made for lime or any other additives or treatments used in the mixture.

Replace the paragraph that begins "The quantities of ACP shown in the Contract..." with the following paragraph:

The quantities of ACP shown in the Contract Schedule of Items were computed on the basis of Aggregates having a specific gravity of 2.70

00745.90 Payment –

In the paragraph that begins “No separate or additional payment…”, add the following bullet to the end of the bullet list:

• Liquid anti-stripping asphalt cement additives
