About this opportunity

The Houston County Public Library System (HOUPL) is issuing a Request for Proposals for the direct replacement of HVAC rooftop units at the Nola Brantley Memorial Library in Warner Robins, Georgia. The procurement involves the replacement of eight existing packaged gas/electric rooftop units ranging from 4 to 25 tons, one ductless split system serving the IT room, and associated components including humidifiers, economizers, and sensors. Contractors must possess a minimum of three years of experience, provide at least two references, and maintain a valid Georgia business license or local license. A mandatory pre-bid conference is scheduled for September 10, 2025, from 9:00 a.m. to noon at the library facility, with an optional follow-up site visit available on September 24, 2025. Proposals must be submitted via email to Rachel Breland (rbreland@houpl.org) by October 10, 2025, at 11:00 a.m. EST, with award selection by the HOUPL Board of Trustees on October 16, 2025, and all work to be completed by May 29, 2026. Evaluation criteria prioritize cost-effectiveness at 50 percent weight, contractor experience and capabilities at 25 percent, complete and accurate RFP responses at 15 percent, and satisfactory responses to HOUPL requirements at 10 percent. Contractors must maintain Commercial General Liability Insurance of at least $1,000,000, Workers' Compensation Insurance compliant with Georgia statutory limits, and provide proof of E-Verify compliance.

No specific set-aside designations or disadvantaged enterprise restrictions are identified in this procurement. New equipment shall carry a one-year parts and labor warranty, a five-year parts warranty on compressors, and a ten-year parts warranty on gas heat exchangers, with contractor work warranted for one year post-completion. HOUPL is exempt from all local, state, and federal taxes, and proposed prices must exclude tax amounts. Two alternates are available: a deductive alternate to remove the ductless split system replacement and an additive alternate to include a Carrier i-Vu Building Automation System. Proposals become binding for 45 calendar days following the opening date, and payment is due within 30 days net upon satisfactory completion and invoice receipt. No specific budget range or award value is stated in the RFP documentation.
