About this opportunity
The City of Hayward, located in Alameda County, California, is seeking proposals for the HSIP - Pedestrian Crossing Upgrades on Minor Arterials Project PS&E (RFP 26-022), a professional services contract to develop comprehensive plans, specifications, and estimates for pedestrian safety improvements. The project involves designing upgrades at six locations, including installing rectangular rapid flashing beacons, high-visibility yellow crosswalks, yield markings, curb extensions, and pedestrian refuge islands along minor arterial roadways. Consultants will be responsible for project management, survey and data collection, and producing design deliverables at 30%, 60%, 90%, and 100% completion stages, with additional bid and construction support services. The evaluation criteria will be points-based, with weightings as follows: Project Management (15%), Project Understanding and Approach (30%), Qualifications of Firm (20%), Project Staffing (15%), and Cost (20%). Proposals must be submitted electronically through the City's eProcurement Portal by 4:00 pm on Friday, January 23, 2026, with questions due by January 9, 2026, and responses provided by January 16, 2026. The City Council is scheduled to make a recommendation for contract award on February 3, 2026.
The procurement does not specify explicit set-aside designations for disadvantaged enterprises, but bidders must comply with comprehensive nondiscriminatory employment practices and affirmative action requirements. Contractors must designate an Equal Employment Opportunity Officer and implement inclusive recruitment strategies. All proposing firms must complete several mandatory certifications, including a Non-Nuclear Weapons Certification (per Ordinance No. 87024 C.S.), a Non-Collusion Affidavit, and a Nondiscriminatory Affirmative Action Certification Statement. Consultants must be registered with the California Department of Industrial Relations (DIR) and comply with prevailing wage requirements for public works projects exceeding $15,000 for maintenance or $25,000 for new construction. While specific budget details are not explicitly stated, proposals must be submitted on a "not to exceed" basis with a detailed schedule of charges including labor rates. The City reserves the right to reject any proposals, select a consultant based on written submissions alone, split the award among multiple proposers, or cancel the RFP entirely.
