About this opportunity

The City of Tucson is seeking a qualified engineering consultant to support a Highway Safety Improvement Program (HSIP) project focused on intersection signal improvements. The procurement involves two distinct tasks: converting 18 existing signalized locations from permissive protected to flashing yellow arrow (FYA) operations, and redesigning left turn lanes at four intersections to provide positive left turn offsets (PO). The project requires comprehensive planning and design services, including removal and replacement of existing signal heads, reconfiguring medians and lanes, and reconstructing traffic signal infrastructure. Interested firms must submit Statements of Qualifications by August 12, 2024, at 2:00 pm local Arizona time, with a pre-submittal conference scheduled for July 31, 2024, at 10:00 am. The selection process will utilize a one-step evaluation method, with firms scored across five criteria: Experience & Qualifications of Team (25 points), Firm Experience on Similar Projects (20 points), Available Resources (20 points), Project Approach (20 points), and Qualifications of the Firm (15 points).

The procurement includes specific Disadvantaged Business Enterprise (DBE) requirements, with separate DBE goals for each project component: 0.00% for the 18 signalized intersections and 10.60% for the 4 intersections with positive offsets. The project is federally funded through the Federal Highway Administration (FHWA), with a design phase budget of approximately $833,000. Successful firms will be selected to provide multi-disciplinary team services, with the potential for one primary firm to be awarded the contract. Consultants must register in the Arizona Unified Transportation Registration and Certification System (AZ UTRACS) and comply with extensive documentation and reporting requirements. The contract will be executed on an as-needed, if-needed basis, with individual projects not exceeding a specified amount. Potential sanctions for non-compliance include contract rejection, financial penalties, and potential disqualification from future contracts. The total project cost is structured with significant federal funding, with one component providing 100% federal funding and another providing 98.10% federal support.
