About this opportunity

The City of Phoenix is soliciting sealed offers for Airport Technology Consulting Services under RFQu 26-0072, with offers due December 3, 2026, and a non-mandatory pre-offer conference on October 21, 2026 at 9:00 AM. The City will establish a Qualified Vendors List (QVL) to provide as-needed consulting support to Phoenix Sky Harbor International Airport across four service groups: General IT Consulting, Enterprise IT Systems, Artificial Intelligence/Machine Learning and Emerging Technologies, and Airport Technology Strategy & Integration. Placement on the QVL does not guarantee work assignments; the City retains discretion to award multiple contracts or by individual line items or groups and may request services at its convenience.

Offerors must meet minimum qualifications by group: five consecutive years of experience in the last ten years for Groups 1, 2, and 4, and three consecutive years of experience in the last five years for Group 3. Qualifying subcontractors are permitted and encouraged; however, designated subcontractors must remain engaged for all resulting work within their group unless otherwise approved in writing by the City. All offers must include detailed qualifications (not exceeding five pages), key personnel resumes, and a statement of work (not exceeding twenty pages) describing services and prior consulting experience at large hub airports. Completed conflict-of-interest and transparency forms are mandatory; missing forms render an offer non-responsive.

The City will conduct a Data Privacy Screening as a minimum qualification using a Data Privacy Questionnaire; only offerors passing this screening proceed to further evaluation. Failure to submit the questionnaire or meet minimum standards results in non-responsive determination. Offerors must also acknowledge receipt of the Sensitive Security Information Acknowledgement Form and comply with all supplemental terms and conditions for Phoenix Sky Harbor, including Title VI nondiscrimination, Americans with Disabilities Act, Immigration Reform and Control Act compliance, Arizona employment verification (A.R.S. 23-214), and City of Phoenix Equal Employment Opportunity requirements under Phoenix City Code Chapter 18, Article V.

The initial contract term is five years commencing on or about April 1, 2027, with two optional one-year extensions exercisable at the sole discretion of the Aviation Director. Pricing must be all-inclusive; services are solicited on an as-needed basis through subsequent statements of work and fee negotiations. Written inquiries are due October 26, 2026 at 3:00 PM. Offerors should submit offers through the City's Procurement Portal; technical support is available at procurement-support@opengov.com.
