About this opportunity
The New Mexico General Services Department Purchasing Division, on behalf of the New Mexico Department of Transportation (NMDOT) District Two, is issuing an Invitation to Bid (ITB 60-80500-26-17226) for a price agreement to supply hot mix pavement materials across Lea County and 14 additional geographic service areas in New Mexico. The procurement encompasses three primary material types: Hot Mix Asphalt (HMA) in SP-III and SP-IV formulations, Open Graded Friction Course (OGFC), and Hot Mix Cold-Laid (HMCL) materials, with 306 total line items distributed across 15 geographic areas including Jal, Hobbs, Tatum, Portales, Clovis, Ft. Sumner, Vaughn, Corona, Carrizozo, Capitan, Tularosa, Mayhill, Ruidoso, Hondo, Roswell, Artesia, and Carlsbad. Materials must be supplied FOB Vendors Plant on a per-ton basis with unit pricing quoted to a maximum of three decimal places, and approximate quantities per line item range from 50 to 1,100 tons. Qualified vendors must be prequalified with NMDOT per Contractor Prequalification Rule 18.27.5 NMAC, must perform at least 40 percent of the work using their own organization, and must have all products submitted and approved through the NMDOT Product Evaluation Program prior to project placement. All materials must conform to NMDOT Standard Specifications for Highway and Bridge Construction and be tested in accordance with applicable AASHTO or ASTM methods. Sealed bids are due on April 23, 2026, at 2:00 p.m., with bid opening conducted immediately thereafter via Microsoft Teams; vendors must submit bids for all items within one or more complete geographic groups to be considered for award, with up to three vendors eligible for award per group.
Upon issuance of a purchase order, successful vendors must provide performance bonds, payment bonds, and materials bonds equal to 100 percent of the total purchase order amount and must maintain comprehensive general liability insurance with minimum limits of $1,000,000 per person and $2,000,000 per occurrence for bodily injury, as well as $2,000,000 per occurrence for property damage, plus automobile liability and workers' compensation insurance as specified. The resulting price agreement shall be effective for one year from the date of award with options to extend for three additional one-year periods by mutual agreement of all parties and State Purchasing Agent approval, not to exceed four years total. Pricing excludes state gross receipts and local option taxes, which will be added separately, and payment shall be tendered within thirty days of NMDOT certification of receipt and acceptance, with late payment charges of 1.5 percent per month assessed thereafter. The solicitation documents do not specify set-aside designations for disadvantaged enterprises, incumbent vendors, or specific organizational restrictions beyond NMDOT prequalification requirements and the 40 percent work performance requirement. No specific budget range or award value is stated in the available documentation, as this is a multiple-award price agreement with actual purchase obligations dependent on NMDOT's operational needs over the agreement term.
