Summary of ITB 60-80500-26-17226: Hot Mix Pavement Materials
This Invitation to Bid (ITB) is issued by the State of New Mexico General Services Department Purchasing Division on behalf of the New Mexico Department of Transportation (NMDOT) for the establishment of a price agreement to supply hot mix pavement materials. The procurement encompasses three primary material types: Hot Mix Asphalt (HMA) in SP-III and SP-IV types, Open Graded Friction Course (OGFC), and Hot Mix Cold-Laid (HMCL) materials. The bid covers 306 line items distributed across 15 geographic areas served by NMDOT District Two, including Jal, Hobbs, Tatum, Portales, Clovis, Ft. Sumner, Vaughn, Corona, Carrizozo, Capitan, Tularosa, Mayhill, Ruidoso, Hondo, Roswell, Artesia, and Carlsbad areas. Bid responses are due on April 23, 2026, at 2:00 PM, with a formal sealed bid opening conducted immediately thereafter via Microsoft Teams. The resulting price agreement shall be effective for one year from the date of award, with options to extend for three additional one-year periods by mutual agreement of all parties and approval by the State Purchasing Agent, not to exceed four years total. Materials are to be supplied FOB Vendors plant, and all pricing shall exclude state and local taxes.
The bid structure permits multiple awards of up to three vendors per geographic group. Vendors must submit bids for all items within one or more complete groups to be considered for award; failure to bid all items in a group renders the bid irregular and ineligible for that group. Upon issuance of a purchase order, successful vendors must provide performance bonds, payment bonds, and materials bonds equal to 100 percent of the total purchase order amount. Vendors must obtain prequalified status with NMDOT pursuant to the Contractor Prequalification Rule and ensure all products are submitted and approved through the NMDOT Product Evaluation Program prior to project placement. Vendor compensation includes all labor, equipment, tools, materials, federal taxes, permits, licenses, and fees necessary to complete delivery. Unit prices must be quoted to a maximum of three decimal places. The vendor is required to perform at least 40 percent of the work based on total purchase order amount. Payment shall be tendered within thirty days of NMDOT certification of receipt and acceptance, with late payment charges of 1.5 percent per month assessed thereafter. The vendor must maintain comprehensive insurance coverage including general liability with minimum limits of $1,000,000 per person and $2,000,000 per occurrence for bodily injury, and $2,000,000 per occurrence for property damage, as well as automobile and workers' compensation insurance as specified.
