About this opportunity

The Hawaii Department of Accounting and General Services (DAGS), Central Services Division, is requesting bids on temporary roof repairs at the Honokaa State Office Building to address active water infiltration, with bids due July 14, 2026. Offerors must submit pricing for both line items — a Snap-Clad metal roofing overlay system and a Sure-Weld TPO membrane overlay system over approximately 4,500 square feet of existing roof and skylight area — though the State reserves the right to award one line item only.

The scope requires furnishing all labor, materials, equipment, and supervision to install either system to completion. The TPO specification mandates minimum 45-mil membrane thickness, UV-resistant properties, fire rating compliance, and comprehensive substrate preparation and sealing. The Snap-Clad system uses architectural/structural metal panels (aluminum or steel) with factory-applied sealant, continuous interlocks, and specified fastening patterns. Both systems must meet applicable Hawaii building codes and manufacturer standards. The skylight opening must be covered with wood framing and plywood under either option.

Offerors must hold a valid Hawaii Specialty Contractor's C-42 (Roofing) license and demonstrate a minimum of two consecutive years of roof repair or overlay experience. Qualification Form A requires identification of at least three Journeyman Roofers, each with a minimum of five consecutive years of roofing repair or installation experience, and two references from non-state Hawaii entities for similar work. Contractors must maintain an office or service facility on Hawaii Island with staff accessible Monday through Friday, 7 a.m. to 4 p.m.

Work must be completed within 90 calendar days from Notice to Proceed. The contract term may be extended without rebidding for up to two additional 30-day periods by mutual written agreement at an equal or lower price. Award is made to the lowest responsive bid from a responsible offeror; in case of tie, the offeror with the top journeyman roofer holding the highest years of experience prevails. The awarded contractor must submit a performance bond equal to 100 percent of the contract amount, obtain General Liability insurance ($1 million per occurrence, $2 million aggregate), and comply with Hawaii prevailing wage requirements. Payment is due within 30 calendar days of invoice receipt. All work carries a one-year written labor warranty. Contract Administrator Jesse Drake (West Hawaii District Office, 808-980-3030, jesse.c.drake@hawaii.gov) coordinates scheduling and inspection.
