About this file

This specifications document outlines roof repair requirements for the Honokaa State Office Building issued by the Department of Accounting and General Services (DAGS), Central Services Division. The project addresses an active roof failure requiring temporary repairs while a complete roof replacement is planned. Bidders must provide pricing proposals for two distinct overlay systems: a Sure-Weld TPO membrane cap overlay system and a Snap-Clad metal roofing overlay system, with the State selecting one system for award. Both line items require complete installation including labor, materials, tools, equipment, and supervision. The skylight opening must be covered with wood framing and plywood under both systems, with specific fastening, sealing, and finishing requirements detailed for each option. Work must be completed within 90 calendar days from the Notice to Proceed, and contractors must coordinate schedules with the Contract Administrator prior to work initiation.

Bid prices must be all-inclusive of labor, equipment, supplies, applicable taxes including Hawaii General Excise Tax, and all other expenses necessary to complete the roof repairs. Contractors must possess a valid Hawaii Specialty Contractor's C-42 License and demonstrate a minimum of two consecutive years of experience managing contracts of similar size and scope, substantiated by a list of three comparable roof repair projects with company contact information and project costs. The State reserves the right to request contractor qualifications documentation at any time. All work is subject to inspection and correction of substandard work at the contractor's expense. Contractors must provide a one-year written labor warranty on repairs, close off work areas with safety signage, manage all site protection including temporary weather barriers to prevent water infiltration, and properly dispose of construction debris daily. The Contract Administrator is Jesse Drake, Engineer at the West Hawaii District Office, who may be contacted at (808) 980-3030 or jesse.c.drake@hawaii.gov.
