All work must comply with Build America Buy America Act (BABAA) requirements, Americans with Disabilities Act Accessibility Guidelines (ADAAG), and applicable local and state building codes. Contractors must obtain Calvert County building permits prior to construction commencement and observe working hours Monday through Friday, 8:00 a.m. to 5:00 p.m., with 24-hour notice to the homeowner required.
Insurance requirements are Commercial General Liability $1,000,000 per occurrence / $3,000,000 aggregate, Errors and Omissions $1,000,000 per claim / $3,000,000 aggregate, Crime Insurance $1,000,000 per loss, Workers' Compensation $1,000,000 per occurrence, and Automobile/Commercial Truck Insurance. A two-year warranty covering all components, maintenance, and repairs is mandatory in addition to manufacturers' warranties. Bidders must submit pricing across eight construction divisions via a standardized Excel bid form with timeline estimates for pre-construction, commencement, and project completion; unrealistic timelines are subject to bid disqualification. Written questions are due September 18, 2026, at 10:00 a.m. The pre-bid conference combines virtual participation via Google Meet (11:00 a.m. to 12:00 p.m. Eastern Time) with an in-person site visit immediately following at the consumer's home, 7850 Pine Boulevard, Lusby, Maryland 20657. Payment is net 30 via monthly invoicing after DORS inspection and approval, with partial invoicing permitted for equipment purchases exceeding $5,000 when accompanied by paid manufacturer receipts; final invoicing is due no later than 60 calendar days from contract termination. Procurement Officer: Brittany Owens (Brittany.Owens1@maryland.gov).
